City agrees to work with Lake Forest to coordinate the inclusion of other traffic control elements that must be installed at the same time as the construction of the Project and that are NOT included in Attachment A . The Parties agree that a Party’s request to include any such element will result in said Party taking full financial responsibility for each and any of those traffic control elements during the cou rse of the Project, unless and otherwise agreed to in writing.

G. City agrees to implement the Project as referenced on Attachment A.

H. The funds received through Project P provide eighty percent (80%) or up to Nine Hundred Fifty-Five Thousand Two Hundred Dollars and No/100 ($955,200.00) of the total Project cost as set forth in Attachment B, which is attached and incorporated herein by reference. This project has been approved by the Orange County Transportation Authority (OCTA) as part of the Fiscal Year (FY) 202 3-2024 Regional Traffic Signal Synchronization Program (Project P).

The primary implementation phase is funded for FY 2024-2025. The maintenance and operation phase is funded for FY 2025-2027.

Unless expressly stated or upon written notice, the Consultant is required to complete each specific task listed in the scope of work. Tasks are itemized for clarity. However, some tasks may be performed concurrently or begin prior to the order listed below.

SECTION 1: PROJECT BACKGROUND

1.1 PROJECT SUMMARY

The City of Irvine successfully submitted and is awarded funds for the development and implementation of updated timing plans for the synchronization of traffic signals along Irvine Boulevard/Trabuco Road. The project corridor spans twelve (12) miles and c onsists of forty-two (42) signalized intersections, from Old Myford Road in the City of Irvine to Marguerite Parkway in the City of Mission Viejo.

This project has been approved by the Orange County Transportation Authority (OCTA) as part of the Fiscal Year (FY) 2023 -2024 Regional Traffic Signal Synchronization Program (Project P).

The project will consist of Primary Implementation (PI) and Ongoing Maintenance and Monitoring (OMM) phases. The Primary Implementation phase is anticipated to be completed within a period of one (1) year and will consist of updated traffic signal synchronization plans and a Primary Implementation Project Report. The Ongoing Maintenance and Monitoring phase is anticipated to be completed within a period of two (2) years after the Primary Implementation phase, and will consist of monitoring, improving signal timing, addressing resident concern s, providing communications and detection support, and preparing a Final Project Report. The City of Irvine serves as the lead agency for this effort, with the Cities of Lake Forest, Mission Viejo, and Caltrans District 12 participating in this project in support of the effort.

The City is seeking professional engineering services for the preparation of all documents necessary to develop and implement traffic signal system timing plans for the subsequent coordination of traffic signals within the project limits. Unless expressly stated or upon written notice, the Consultant is required to complete each specific task listed in the scope of work. Tasks are itemized for clarity; however, some tasks may be performed concurrently or begin prior to the order listed below.
