Subj: item #22 - City Manager Rose Gifted w/ $51,706 Comp Increase.
I've followed Lake Forest city government affairs for upwards of 20 years. Never have I witnessed a compensation increase in a single year for any city manager that compares with the one proposed for City Manager Rose tonight. Per the staff report:
"Effective July 1, 2024, the proposed Sixth Amendment provides for an increase of $16,706 to the City Manager's current base salary of $278,440 for a total basesalary of $295,146, a contribution of $23,000 to her 457(b) deferred compensation plan and a one-time lump-sum non-PERSable $12,000 bonus."
Do the math: $51,706 COMP INCREASE!
That's a 15% increase in her current compensation for a single year! Shocking! i've done an excel analysis, comparing Ms. Rose' 2022 regular pay and benefit amounts with city managers in 10 So. Orange County contract cities that have contracts with OCSD and are structural cities that pay for OCFA fire services through property taxes - outside the city budget. This compares apples with apples. A city manager that has in- house police or fire services has much greater responsibility than a contract city manager for obvious reasons. The OCSD contract is mostly negotiated at the county level where the city has no representation at the collective bargaining table. Ms. Rose is involved with little or nothing when it comes to public safety contracts, which consume that largest portion of the operating budget.
We pay for an Assistant City Manager (Neves) and a Deputy City Manager (McGovern) and an executive administrative assistant for Ms. Rose. Most contract cities our size don't have both an Assistant City Manager and Deputy City Manager. Why does Ms.
Rose? That lessens her work load and responsibilities. The extra amount we pay for her assistants should reduce not increase her compensation package! 2 I recall when the city discontinued doggy poop bags in our parks because it was too expensive. And today you propose a $51,706 compensation package increase for Ms.
Rose without batting an eyelash? Good gawd!
Largest unsheltered homeless count, by fär, in So. Orange County. Ms. Rose won't even discuss it. Ha. We had 54 more unsheltered homeless than Irvine that has 66 sq. miles of land mass and a population of 318,000 - about 4 times larger than Lake Forest.
Day laborers are massed all over District 5.
Hot food vendors said by Code Enforcement to be operating illegally inside our City, placing our residents in danger with hazardous flammable materials, and taking business away from our licensed restaurants with health permits, have been setting up for business practically daily. Ms. Rose does nothing, despite that her job duties and responsibilities encompass the following (taken from the City Ivanager Webpage):
• "Enforce all laws and ordinances of the City and to see that all franchises, contracts, permits and prívileges granted by the City Council are faithfully observed."
Ms. Rose won't even address our questions about city operations at the council meetings. She hides behind Mayor Tettemer's pant leg, and he protects her. How embarrassing for someone who will accrue a salary of $295,000 and close to another $100,000 in benefits. Ms. Rose doesn't deserve a $10,000 comp package increase, much less a $51,706
I don't even consider Lake Forest a legitimate government that represents the interests of the people and prioritizes our residents. It's become a kleptocracy that works to benefit the insiders, like Ms. Rose.
Those of you who vote in favor of a $51,706 compensation hike are all complicit.
Randy Johnson 27-Year Lake Forest Resident.
