This budget workshop of the City Council of the City of Lake Forest held Tuesday, April 29, 2025, at the Lake Forest Community Center Multi - Purpose Room, 100 Civic Center Drive, Lake Forest, California, was called to order at 5:30 p.m. with all members present.

7. PROPOSED 2025-2027 OPERATING BUDGET AND PROPOSED 2025-2032
FINANCIAL FORECAST
City Manager Rose introduced this item and invited Finance Director Shirah to provide a presentation. Andrew O'Connor offered public comment and expressed concerns with the proposed budgets. Council questions were asked and answered.
RECOMMENDED ACTION: 1. A presentation on Proposed 2025-2027 Operating Budget and Proposed 2025-2032 Financial Forecast was received. 2.
Review, revision and direction was provided to finalize the proposed financial planning documents.
5. 2025 STRATEGIC PLAN UPDATE
City Manager Rose introduced this item and invited Assistant to the City Manager Ruelas to provide a presentation. Andrew O'Connor offered public comment and expressed concerns with the Strategic Plan. Council questions were asked and answered.
RECOMMENDED ACTION: 1. A report from staff summarizing proposed updates to the City's Strategic Business Plan was received and filed. 2.
Comment and direction on staffs proposed updates to the Strategic Business Plan was provided.
6. DRAFT CAPITAL IMPROVEMENT PLAN FOR YEARS 2025-2032

RECOMMENDED ACTION: Comment on the Draft Capital Improvement Projects Plan for Fiscal Years 2025-2032 was provided.
4. TRAFFIC MANAGEMENT CENTER UPDATE
City Manager Rose introduced this item and invited Traffic Manager Tran to provide a presentation. No public comment was offered. Council questions were asked and answered.
RECOMMENDED ACTION: Comment was provided on the potential expansion of the City's Traffic Management Center.
