LAKE FOREST MUNICIPAL CODE AMENDMENTS RELATED TO CYBER
CAFES AND THRIFT STORES
RECOMMENDED ACTION(S):
Conduct second reading of and adopt an Ordinance Entitled: AN ORDINANCE
OF THE CITY COUNCIL OF THE CITY OF LAKE FOREST, CALIFORNIA,
AMENDING VARIOUS SECTIONS OF THE LAKE FOREST MUNICIPAL CODE RELATED TO THE REGULATION OF CYBER CAFÉS AND THRIFT STORES.
EXECUTIVE SUMMARY:
This ordinance is a City-initiated Municipal Code Amendment, which includes revisions to Title 5 (Business Regulations) and Title 9 (Zoning Code) related to regulations for “Cyber Cafés” and “Thrift Stores.” It eliminates Chapter 5.34, updates definitions, creates the new use “Digital Entertainment,” and revises the land use matrices. It also includes revisions to definitions, and the land use matrices related to “Thrift Stores” and “Donation Centers, Attended” to ensure consistency with the state law. Additionally, a new Zoning Code Section is proposed with new design standards for thrift stores to prevent outdoor storage of donations. Staff recommend the City Council conduct a second reading of and adopt the ordinance.
FISCAL IMPACT:
There is no fiscal impact associated with the recommended action.
