Honorable Mayor and Members of the City Council:
The City of Lake Forest’s 2025-2032 Capital Improvement Plan (“CIP”) is a multi-year plan that outlines and prioritizes projects related to public facilities, infrastructure and other capital needs.
The CIP Budget includes projects that reflect the City's commitment to providing highly desired facilities while maintaining and improving existing infrastructure and assets.
The CIP Budget includes twenty traffic and street related projects. These projects are designed to improve safety, traffic flow, median and parkway landscaping, and maintain the roadway network.
Other projects include crosswalk safety enhancements, signal synchronization projects with neighboring cities, street asphalt resurfacing, and parkway turf removals. Also included in the CIP are projects to enhance the City’s facilities, including renovations at the Sports Park and Etnies skate park as well as park renovation projects at the Nature Park as well as Cavanaugh, Lake Forest, Peachwood, and Vintage parks.
Although the City Council approves a seven-year Capital Improvement Plan, only the first the first two years are funded. The seven-year Capital Improvement Plan will routinely be revised and updated to maintain a revolving seven-year program. Therefore, staff will revisit the prioritization process at the completion of the first two years to allow for adjustments, whether those are for new project needs, funding availability, or other reasons.
The CIP Budget represents a new investment of approximately $38.6 million into the community over the next two years. Due to strategic and conservative funding of capital improvements projects, the City of Lake Forest continues to maintain and improve its infrastructure, adding to the high quality of life enjoyed by our residents and businesses.
Sincerely,
Debra Rose

PROJECT NAME: Civic Center Painting
PURPOSE: This project would extend the life of City facilities and prevent premature damage to the wood trim and vaulted ceilings.
Strategic Plan Initiative: N/A
Strategic Plan Goal: A. Our Livable City is well planned, attractive, and safe.
Strategic Plan Priority Area: 2. Attractive: Investment and maintenance in public facilities, infrastructure, and natural resources that enhance the visual character of the City and supports quality neighborhoods
Strategic Plan Strategy: b) Consistently invest in the City facilities system.
PROJECT DESCRIPTION:
The Lake Forest Civic Center is now 6 years old and all exterior painted surfaces show signs of wear and adhesive failures from the constant exposure to the sun. This project will repaint all the building trim and ceilings for each building at the Civic Center. Fading and surface flaws are readily visible and ferrous materials exposed to moisture show evidence of oxidation. The repainting of the structures will prevent future damage to the wood siding, which will require repair costs in the future if not addressed soon.
ESTIMATED ANNUAL COST IMPACT OF PROJECT ON CITY OPERATING BUDGET:
This project would provide preventive maintenance and/or rehabilitation, which would reduce annual maintenance costs for repairs to wood trim of the Civic Center buildings. Facility Repainting should occur every 7-10 years.

PROJECT NAME: Civic Center Fountain Repairs
RESPONSIBLE DEPARTMENT: Public Works (Maintenance)
CATEGORY: Facilities Improvements
PURPOSE: This project would repair leaks in the fountain located in the middle of the Civic Center buildings.
Asset Management Condition: 5 - Poor/Failed Recommend repairs to pump system due to pump failure PROJECT DESCRIPTION:
This project will fix unidentified leaks near the fountains where water escapes and erodes beneath the pavers in the Civic Center courtyard. The leaking water causes insufficient water flow to the fountains and causes premature wear of fixture components and both water circulation pumps to fail. The bromide chemical dispenser does not operate correctly and water circulation is conducted by the system's filter backwash pump. The improvements include the re-wiring of the electrical panel, modification of the bromide chemical dispenser and addition of an above ground circulation pump capable of 400-500 gallons an hour. The water containment basin will be re-sealed and all penetrations will be sealed or fitted with gaskets. All stone surfaces will be bead blasted to remove phosphorescence deposits.
ESTIMATED ANNUAL COST IMPACT OF PROJECT ON CITY OPERATING BUDGET:
This project is expected to have a minor impact on operating budget.

PROJECT DESCRIPTION:
The Bake/Jeronimo intersection project, identified in both LFTM and NITM programs, adds a second northbound left-turn lane from Bake to Jeronimo. In addition, Irvine has proposed a substitute improvement to adding a second westbound left- turn lane (from Jeronimo to Bake) and additional widening to accommodate bike lanes for Jeronimo, in place of the recommended NITM improvement. Irvine is acting as the lead agency for this project and will contribute one hundred percent (100%) of costs for preliminary engineering, final design, right-of-way, and construction phases of the second westbound left-turn lane and additional widening to accommodate bike lanes for Jeronimo, as this would be a substitute NITM Program improvement.
