The council may establish and make appointments to a Council committee (made up of two Councilmembers) with respect to any item appearing on this agenda.

Move to accept agenda as posted or move to add or delete items.
To add item, Council is required to make a majority decision that an urgency exists (as defined in the Brown Act) and a 2/3rds determination that the need to take action arose subsequent to the agenda being posted.
IV. CONSENT AGENDA: The following Consent Agenda items are expected to be routine and noncontroversial. They will be acted upon by the Council at one time without any discussion. Any Council Member may request that any item be removed from the Consent Agenda for discussion under the regular Agenda. Removed items will be considered following the Consent Calendar portion of this agenda.
A. Ordinances: Waive reading except by title, of any ordinances under consideration at this meeting for either introduction or passage per Government Code Section 36934.
B. Minutes: Approve minutes of the City Council regular meeting of July 2, 2024.
C. Application 2024-028: Approve application 2024-028, with staff recommendations, for the Lake County Wine Association’s Wine Festival and BBQ.
V. PUBLIC PRESENTATIONS/REQUESTS:
A. Public Input: Any person may speak for 3 minutes about any subject within the authority of the City Council, provided that the subject is not already on tonight’s agenda. Per Government Code §54954.3(a), the City Council cannot take action or express a consensus of approval or disapproval on any public comments regarding matters which do not appear on the printed agenda.
B. Presentation: Presentation by a representative of Vet Connect.
C. Presentation: Presentation of the Visit Lake County CA Annual Report.

1. Contract Award: Authorize the City Manager to enter into an agreement with Tripepi Smith for the provision of communications and social media services as outlined in their revised proposal dated 6/21/2024, with a total budget not to exceed $35,000.

1. Ordinance Introduction: Introduce an ordinance of the City Council amending the City of Lakeport Sections
16.04.020 of Chapter 16.04 and Sections 16.23.030, 16.23.040 & 16.23.060 of Chapter City Council Agenda of July 16, 2024 Page 3
16.23 of Title 16 of the Lakeport Municipal Code creating a ministerial approval process for lot line adjustments and set a public hearing for August 6, 2024.
C. Utilities Director
1. Drought Response: Adopt a Drought Response Plan.
