Kristina,
If the intention is to serve alcohol without selling it (that includes selling tickets to the event or accepting “donations” for drinks, etc.) then there is no fee and all that is required is a City of Lakeport Special Permit, marking the box toward the bottom of the form requesting Alcohol. If the intention is to sell alcohol in one of the manners previously identified, that is a whole other process that would require both a City of Lakeport form and a 1-day State of California Alcohol Beverage Control license, requested by a Non-Profit entity, with other requirements and restrictions. I hope this helps. If you need further, please feel free to call the Lakeport Police Department with your questions at 707-263-5491.

Thank you,

B. The sale, serving, consumption and possession of alcoholic beverages is permitted on city property located at Fifth Street and leased by the Lakeport Yacht Club, in Library Park or at other city locations after prior approval by the Lakeport city council; except that consumption or possession of alcoholic beverages is prohibited in the children’s play area in that portion of Library Park located to the south of the concrete walkway at the rear of the old Carnegie Library building.

LAKE COUNTY HOSPITAL BUSINESS IMPROVEMENT DISTRICT
 Background: As the only hospitals located in Lake County, Adventist Clear Lake and Sutter Lakeside comprise the foundation of the community’s healthcare safety net.

Though more than half of Lake County’s residents rely on Medi-Cal to cover their healthcare needs, Medi-Cal currently reimburses Clear Lake and Lakeside below their costs incurred for providing Medi-Cal services. Absent a mechanism to access this additional Medi-Cal entitlement, the hospitals will continue to struggle to provide care for this population.
 Goal: Increase resources available for hospitals to continue providing high-quality care to the more than half of Lake County residents that depend on Medi-Cal.  Mechanism: Use existing and commonly deployed authority for “Business Improvement Districts” (BIDs) to levy an assessment on the community’s hospitals. The assessment proceeds will then constitute state or “non-federal” funds eligible for federal matching dollars.
 Process: After informal discussions and education with local community leaders, the City of Lakeport, the City of Clearlake, and Lake County will need to pass resolutions establishing the Hospital BID. Once established, Lake County will administer the Hospital BID.
 Future Assistance: The immediate goal is to get the Hospital BID established locally so the State has a tangible structure to react to and to serve as an assurance that no State general funds will be necessary. While the County is working through the legal process of formally establishing the Hospital BID under California law, the hospitals may ask for assistance from elected officials to get support with the State and stakeholder groups to implement a vehicle for deploying the funds generated by the Lake County Hospital BID to access the federal matching dollars. #251574

MANAGEMENT DISTRICT PLAN SUMMARY
Location: The proposed LCHID includes all businesses licensed as general acute care hospitals by the California Department of Public Health located within the boundary of Lake County (“Hospitals”), as shown on the following map.

Services: The LCHID is designed to provide specific benefits directly to the Hospitals by providing additional resources to support the Hospitals’ provision of healthcare services to low-income and needy members of the community.

Budget: The total LCHID annual budget for the initial year of its five- (5-) year operation will be based on a percentage set by the Lake County Board of Supervisors (“Board”), multiped by the Hospitals’ net patient revenue. Assuming a six percent (6%) assessment rate, the annual budget using the Hospitals’ recent net patient revenue amounts would be approximately $15,300,000.

Cost: The annual assessment rate will be set by the Board.

Collection: Lake County will collect the assessment (including any delinquencies, penalties and interest) from the Hospitals.

Duration: The proposed LCHID will have a five- (5-) year life, beginning July 1, 2024 through June 30, 2029. Once per year, beginning on the anniversary of LCHID formation, there is a thirty- (30-) day period in which owners paying fifty percent (50%) or more of the assessment may protest and initiate a Board hearing on LCHID termination.

Management: Consistent with the discretion provided to the County by Property and Business Improvement District Law of 1994, Streets and Highways Code section 36651 permits, the proposed LCHID will be governed directly by the Board.

STAFF REPORT
RE: Purchase of Message Board/Speed Trailer with Grant Funding Reimbursement
MEETING DATE: 8-20-2024
SUBMITTED BY: Police Chief Dale Stoebe
PURPOSE OF REPORT: ☐Information only ☐ Discussion ☒Action Item WHAT IS BEING ASKED OF THE CITY COUNCIL/BOARD:

The City Council is being asked to authorize the City Manager to approve the purchase of a FAST-VMS 5’x3’ Variable Message Board/speed trailer from TAPCO Inc. in the amount of $25,789.83.

BACKGROUND/DISCUSSION:

As presented during the July 2, 2024, City Council Meeting, the Lakeport Police Department applied to the California Highway Patrol for funding from its Cannabis Tax Fund Program to conduct enforcement and training to reduce and mitigate the impacts of impaired driving in our community. This application succeeded in securing $75,159.87 of grant funding for implementing DUI/DUID Enforcement activities and Drug Evaluation and Classification (DEC) courses.

A portion of the grant package included the purchase of a message board/speed radar trailer. The capital equipment cost surpasses the City Manager’s spending authority and Council would need to approve this purchase. The funds would be re-imbursed by the grant after the purchase through the program’s established reimbursement request process and would result in zero cost post-reimbursement to the City. This message board/radar trailer will be used during grant operations for educational purposes and messaging. The board will also have speed radar capabilities that will be used for traffic calming purposes as well as to gather statistics on speed in the City of Lakeport. The message board may also be utilized by other departments as the need arises and/or for community events.

In preparing for the purchase of this equipment, staff submitted requests to multiple suppliers for cost quotes and received quotes from two of them. The only other responsive supplier, MPH Industries, submitted a quote that was slightly more expensive and lacked the options and capabilities afforded by the selected supplier, TAPCO, Inc., which will better satisfy the needs of the department in fulfillment of the work detailed the Grant Application. For this reason, TAPCO, Inc.’s FAST-VSM 5-foot by 3-foot Variable Message Board/Speed trailer is the product being recommended.

OPTIONS:

Authorize the City Manager to approve the purchase of a FAST-VSM 5-foot by 3-foot Variable Message Board/Speed trailer from TAPCO, Inc. in the amount of $25,789.93; or Deny the purchase of a FAST-VSM 5 foot by 3 foot Variable Message Board/Speed trailer from TAPCO, inc.; or request additional specific information about this purchase.
