The City of Lakeport is referred to herein as “City.” Kevin M. Manager’s employment will commence on August 1, 2020, and shall continue until March 31, 2027, or the date of earlier termination in accordance with provisions in this Agreement. On April 1, 2027, and on each succeeding April 1st while this Agreement is in effect, this Agreement shall be automatically extended for one (1) additional year unless prior to that date the City Council provides Manager with six (6) months’ notice of its intent not to extend the Agreement for one additional year. City’s election not to extend this Agreement shall not entitle Manager to severance pursuant to Section 5 of this Agreement.

B. Subsection (A) of Section 6 (“Compensation and Annual Evaluation”) is amended to read as follows:

As of July 1, 2026, Manager’s annual base salary is increased four and one half percent (4.5%) to an annual sum of one hundred seventy three thousand, eight hundred and two dollars ($173,802), at a monthly rate of fourteen thousand, four hundred eighty-three dollars and fifty cents ($14,483.50). If this Agreement is extended pursuant to subsection (A) of Section 3 of this Agreement, as of July 1, 2027, Manager’s annual base salary shall be increased two and one half percent (2.5%) to an annual sum of one hundred seventy eight thousand, one hundred forty-seven ($178,147), at a monthly rate of fourteen thousand, eight hundred and forty-five dollars and fifty-eight cents ($14,845.58). Manager’s salary shall be payable in monthly or bi-weekly installments at the same time and in the same manner as other employees of the City are paid. Increases in Manager’s base salary may be effective at any time in the sole discretion of the City Council.

C. Subsection (E) of Section 7 (“Benefits”) is amended to read as follows:

Manager shall accrue vacation leave at the rate of 20 days (160 hours) a year in addition to recognized City holidays, provided that, beginning December 29, 2024 Manager shall accrue 1 additional vacation day above 20 for each subsequent calendar year of service. During the term of this Agreement, Manager may accumulate vacation leave up to a maximum of 50 days (400 hours). At any time during the term of the Agreement, Manager shall be entitled to cash out accrued but unused vacation days, provided that least 20 days (160 hours) accrued but unused vacation leave days remain available. The amount paid to Manager shall be based on Manager’s annual base salary at the time the vacation leave is paid.

For vacation leave of more than two weeks at a time, Manager must provide sufficient notice of his intended vacation absence so that the City Council may approve such absence in order to avoid an extended absence of Manager during critical time periods. G. To align Manager’s signing bonus with other City staff and in recognition of his performance, the City shall pay a one-time cash payment of $5,190 to Manager with the first pay period following adoption of this Amendment #2.

Except as modified herein, the terms of that Agreement dated August 1, 2020 and that Amendment #1 to the Agreement dated December 20, 2022 shall remain in full force and effect.

STAFF REPORT
RE: T-Mobile Hometown Grant for Silveria Community Center Signage Funding Opportunity Discussion
MEETING DATE: 03/04/2025
SUBMITTED BY: Kevin M. Ingram, City Manager
PURPOSE OF REPORT: Information only Discussion Action Item WHAT IS BEING ASKED OF THE CITY COUNCIL/BOARD:

The City Council is asked to review a potential funding opportunity to improve the signage at the Silveira Community Center by submitting a grant application to the T-Mobile Hometown Grant Program. The Council is further requested to direct staff to initiate public outreach efforts with local community groups regarding the signage design and submit the application by the March 31, 2025 deadline.

BACKGROUND:

The T-Mobile Hometown Grants program is a $25 million, five-year initiative that provides funding to support community projects in small towns across America. Grants are awarded quarterly to up to 25 small towns and must be used for projects that enhance community spaces, revitalize historic structures, or create new public assets that foster a sense of place.

Council Member Price together with other community members have identified the T-Mobile Hometown Grant program as a potential funding opportunity to enhance signage at the Silveira Community Center (SCC), specifically as a means to re-brand this former Bank of America building as a community building while at the same time improving wayfinding in the downtown and lakefront area. The proposed improvements include:
• Exterior signage on the building.
• Replacement of existing lighted freestanding sign fronting Main Street. • Creation of the LINK (Lakeport’s Information Network Kiosk) – a centralized information hub featuring a floating wall and/or acrylic shelving for local organizations and businesses to advertise and share resources.
• Directional/Wayfinding signage guiding visitors to Main Street, Lakeport’s waterfront, and other key attractions.

DISCUSSION:

Milestones in the Development of the Silveira Community Center In early 2019, the City Council accepted the donation of the Bank of America building, beginning its transformation into a community resource. A summer ribbon-cutting preceded essential upgrades—including maintenance, repairs, painting, Wi-Fi installation, new carpeting, and a solar array installation in the parking lot.

Meeting Date: 03/04/2025 Page 2 Agenda Item #VII.A.1.
390500.1
By early 2020, the Council adopted a rental policy for the newly named Silveira Community Center, honoring a former City Manager, though COVID-19 initially limited its use to emergency services. Subsequent community visioning and the addition of a commercial kitchen broadened the center's potential, while HVAC issues prompted grant-funded upgrades. Despite serving as a hub for events, training, and meetings, the center’s full potential has been hindered by plumbing and ADA compliance challenges. In 2024, the City secured a $1.27 million Community Development Block Grant to address these issues, with upgrades scheduled for completion by January 2026. This past January, the City Council adopted an Interim-Use Plan to allow small events of 50 persons or less during regular business hours, and provided staff with direction to develop a comprehensive budget and operations plan to allow for a wider array of uses following the completion of ADA upgrades.

Existing sign conditions
At this time signage at the site is limited to block lettering on the west wall facing Main Street. An existing freestanding sign at the entry of the parking lot remains but currently is blank. The current FY 2024/25 budget includes some monies for upgrades to the facility to allow for its general use to the public, including panic door hardware and appropriate emergency exit signage, but does not include monies for upgrades to the existing building signage.

Proposed Signage Upgrade Grant Project
The City Council is being asked to consider submitting an application for the T-Mobile Hometown Grant to enhance signage at the SCC. The proposed project includes the following key components:
• Exterior Signage Enhancements:
o Installation of prominent signage on the top of the building. o Replacement of the current lighted signs near Main Street. • Creation of the LINK (Lakeport’s Information Network Kiosk):
o Design and installation of a floating wall and/or acrylic shelving within the interior entryway of the center to offer local organizations and businesses a dedicated space for advertising. (See Attachment 2 for examples)
• Wayfinding and Directional Signage Enhancements:
o Utilize the building’s prominent location at the crossroads of Main Street and its close proximity to the Clear Lake shoreline to install directional signage. This will assist visitors in navigating to local attractions and enhance overall wayfinding in the area.

A key component of the grant application will also include a robust community outreach effort designed to gather input on the overall signage design. This initiative will not only ensure that the final design meets local needs and preferences but also provide an opportunity for community members to begin making the building their own.

The proposed signage improvements align with the goals of the Lakeport Economic Development Plan, specifically its goal aimed at to ‘Strive to enhance the historic downtown and lakefront area.’ Additionally, the proposed enhancements directly address a chief finding of the 2017 Lakeport Lakefront Revitalization Plan which identified the need to provide stronger connectors between the historic downtown area and the waterfront. The SCC building is strategically located in a central location to strengthen this connection.

T-Mobile Hometown Grant Application Elements
To meet the grants requirements and strengthen the application, the following key elements will be incorporated:

1. Demonstrated Community Need: Proposed project fills a demonstrated need in the community. This grant funding is intended for shovel-ready projects that would not otherwise be possible to implement through municipal funding. Proposal and letters of support should demonstrate strong community support for the project.

Meeting Date: 03/04/2025 Page 4 Agenda Item #VII.A.1.
390500.1

2. Community Impact: Project should connect the community in meaningful, innovative, and creative ways.

The project will connect the community in meaningful, innovative, and creative ways by:
• Enhancing public spaces and making the downtown area more welcoming. • Supporting local organizations by providing a platform to share information and advertise services.
• Encouraging increased engagement and activity at the community center.

3. Partners & Community Engagement: Strong applications actively involve local organizations by incorporating them into the planning and execution processes and engaging communities in activating the project site. Letters of support come from a variety of stakeholders within the community.

A strong grant application requires broad community support and stakeholder involvement. A successful application will likely need to include the following:
• Local businesses and organizations that could benefit from enhanced visibility at the LINK kiosk. • Community groups and residents to gather input on signage design and placement. • Tourism and economic development stakeholders to ensure alignment with broader city goals.

4. Project Feasibility & Timeline: You should have a shovel-ready project ready to go and the capacity to complete your project within budget and within 12 months of receiving funding. Note: When developing your proposed project budget, keep in mind that funds may not be used for engineering and architectural plans or fees, salaries or annual operating expenses, or reimbursement for projects that are already completed. Projects must be completed and usable by the public by May 31, 2026.

To prepare an adequate project application that meets the shovel-ready requirements of the grant, focus will need to be placed on the finalization of the project scope—encompassing exterior signage, a replacement Main Street sign, the LINK kiosk, and directional signage. Council Member Price has offered to take the lead on developing the grant application including reaching out to local community organizations and securing preliminary vendor quotes. Additional work will also be necessary in outlining a project budget and outline of an implementation plan to comply with the grant requirement ensuring that the project is usable by the public by May 31, 2026. Staff can assist in formalizing documentation for the grant submittal on behalf of the City of Lakeport.

The proposed project as outlined is in line with other elements of the grant requirements, including:
• The project scope and budget align with grant requirements (e.g., no funds will be used for salaries, engineering/architectural fees, or previously completed projects). • Implementation can begin immediately upon receiving funds. • Staff and partners are prepared to execute the project within the required timeline.

5. Alignment with T-Mobile Hometown Strategy: Additional information regarding the T-Mobile Hometown Strategy can be found on the T-Mobile corporate website at:
https://www.t-mobile.com/brand/hometown-grants
This project aligns with T-Mobile’s commitment to supporting small-town revitalization by investing in assets that foster a sense of place and create long-term community benefits.

Preliminary Concept Budget
It is anticipated that the project budget will range in cost from $15,000 to $25,000. The preliminary estimate includes anticipated costs for producing and installing two large plexiglass signs, a metal rooftop sign, a threesided wayfinding/information kiosk with expanded concrete work, and the design and installation of the Meeting Date: 03/04/2025 Page 5 Agenda Item #VII.A.1.
390500.1
proposed Lakeport’s Information Network Kiosk (LINK) elements. A more detailed preliminary project budget is provided as Attachment 3 to this staff report.

Next Steps
If Council directs staff to proceed:
• Staff will engage the community, Council Member Price, and stakeholders for input on the signage design and placement.
• Staff will finalize and submit the grant application before the March 31, 2025, deadline. • If awarded, staff will return to the Council with implementation plans and funding details.

Additional details and a comprehensive overview will be provided in an upcoming presentation and staff report for further discussion.

ENVIRONMENTAL COMPLIANCE
Directing staff to proceed with community engagement and submission of a grant application to the T-Mobile Hometown Grant Program is not an “approval” subject to the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines section 15004 and 15352. Section 15352 defines an “approval” as a decision by a public agency which commits the agency to a definite course of action in regard to a project. Section 15004(b)(4) provides that “mere interest in, or inclination to support, a project does not constitute approval.” The submission of a grant application does not commit the City to a particular project, authorize any physical changes to the environment, nor restrict the City from considering all feasible mitigation measures and alternatives or denying any future project proposal. To the extent the submission of this grant application constitutes “approval” of a “project” subject to CEQA, it is categorically exempt pursuant to section 15061(b)(3) of the CEQA Guidelines as it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment.

OPTIONS:

1. Direct staff to proceed with engaging the community to submit a grant application to the T-Mobile Hometown Grant Program to improve the signage at the Silveira Community Center by the March 31, 2025 grant deadline

STAFF REPORT
RE: Consideration of FY 2026 Community Project Funding
Partnership for the South Lakeport Regional Water Resiliency & Fire Protection Project
MEETING DATE: 03/04/2025
SUBMITTED BY: Kevin M. Ingram, City Manager
PURPOSE OF REPORT: ☐Information only ☒ Discussion ☒Action Item WHAT IS BEING ASKED OF THE CITY COUNCIL/BOARD:

The City Council is being asked to discuss and consider the adoption of a resolution supporting the South Lakeport Regional Water Resiliency & Fire Protection Project to be considered by Congressman Thompson through the Fiscal Year 2026 Congressional Community Funding request appropriation process.

BACKGROUND/DISCUSSION:

In late January, City staff received a letter from Congressman Mike Thompson inviting Community Project Funding requests for FY 2026 and attended a webinar hosted by his office on the application process. The Congressman’s office explained that final guidance from the Appropriations Committee had not yet been released and that they are proceeding with the review of FY 2026 projects using the previous year’s guidance documents at this time. It was also noted that it is possible no Congressional Community Projects will be considered for FY 2026. City staff is maintaining regular communication with the Congressman’s office as additional program details become available. Initial project requests are due to be submitted by March 7, 2025.

As noted in the provided guidance document, “Members of Congress are limited to submitting 15 Community Project Funding requests,” responsive to needs across the entirety of their Districts. There is no guarantee all requests submitted will be funded, and strong local support for projects is frequently pivotal in the Committee on Appropriations’ competitive evaluation process. Congressman Thompson’s Letter further advises, “this year’s environment will be especially challenging,” so it is critical only the highest priority projects are submitted for consideration.

In FY 2024, the City of Lakeport submitted two project requests: one for Pre-Development Support for the Regional Navigation Center project ($1,950,000) and another for Recreation & Aquatic Center Pre-Development and Construction Support ($31,800,000). The Recreation & Aquatic Center project was a joint application by the County of Lake, the City of Clearlake, and the City of Lakeport. Although the City of Lakeport did not secure funding for its portion of the request, the Clearlake Burns Valley Sports Complex/Recreation Center successfully Meeting Date: 03/04/2025 Page 2 Agenda Item # VII.A.2.
390512.1
obtained some funds for pre-development and construction support. The City did not request Congressional Community Project Funding in FY 2025.

For Fiscal Year 2026, City staff is recommending that City Council consider the submittal of a $7,211,500 project request for the South Lakeport Regional Water Resilience & Fire Protection Project.

South Lakeport Regional Water Resiliency & Fire Protection Project Overview:

The South Lakeport Regional Water Resiliency & Fire Protection Project is a cooperative effort between the City of Lakeport and the County of Lake. The project will extend municipal water service to an unserved portion of South Lakeport along South Main Street and Soda Bay Road, terminating at the Manning Creek Bridge. It also includes looping the existing water main along South Main Street and Parallel Drive across State Highway 175, thereby eliminating two dead-end spur lines and enhancing overall service quality. The primary objective is to establish a robust fire suppression system by installing a network of fire hydrants along a highly developed commercial and industrial corridor that currently relies on private wells and lacks active hydrant access. The project scope comprises 8,000 linear feet of water main, 58 two-inch service laterals, and 16 hydrants.

Additionally, it sets the stage for future emergency water interties with the Big Valley Band of Pomo Indians Tribe and County of Lake Special Districts, paving the way for a consolidated and resilient regional water system.

Existing Conditions and Benefits:

The project area is currently served by several fragmented water systems that support local businesses and community needs. According to the recently proposed CalFire Local Responsibility Fire Severity Hazard Zone mapping, most of the area is designated as either Very High or High wildfire risk. This commercial and industrial corridor includes high fire risk uses and has a history of fire events, including a large fire at the Transfer Station in 2024. The existing infrastructure lacks the capacity for effective fire suppression. The proposed project will replace these disparate systems with a reliable municipal water service, thereby enhancing fire safety response and improving public health by providing clean, safe drinking water. This upgrade is especially critical given the presence of high-risk facilities and key industrial areas in the region.

Strategic Alignment:

The project is closely aligned with the upcoming County of Lake South Main Street Rehabilitation initiative, scheduled for completion within three years, which will ensure coordinated improvements and minimal disruptions in the project area. The City of Lakeport is also nearing completion of the design and engineering for a critical loop line, underscoring its commitment to this initiative. Overall, the project will enhance public safety by improving fire suppression capabilities and address public health concerns by providing a stable, safe water supply for both current and future commercial activities, fostering a resilient, healthy, and economically vibrant community.

The proposed FY 2026 Congressional Community Project request for the South Lakeport Regional Resiliency and Fire Suppression Project will run parallel to the City’s revised annexation proposal for the South Lakeport area.

An out-of-service area agreement will be required—subject to review and approval by Lake LAFCo—to extend municipal water for fire suppression beyond current city limits, while general domestic water service will be available only to properties that annex to the City. Although the City’s 2022 annexation effort in this corridor was approved by Lake LAFCo, it was ultimately defeated by local voters. The City is now developing a revised annexation plan targeting properties that seek municipal water service—primarily the six non-transient water systems serving key local businesses currently facing capacity or water quality issues, or pressured by the State Meeting Date: 03/04/2025 Page 3 Agenda Item # VII.A.2.
390512.1
Water Board to upgrade. Properties outside the proposed annexation boundary would have access only to emergency water through the project's network of fire hydrants.

County of Lake Support for the Project
The South Lakeport Regional Resiliency & Fire Protection Project was presented to the County of Lake Board of Supervisors on February 25, 2025, as part of their review of FY 2026 Community Project Funding priorities. After thorough discussion, the Board unanimously voted to support the submission of three projects to Congressman Thompson, including the South Lakeport Regional Resiliency & Fire Protection Project with a funding request of $7,211,500. The other two projects are the Reentry Housing and Workforce Development for individuals returning from incarceration in Lake County, with a request of $5,000,000, and the Lake County Healthcare Education Innovation and Simulation Center, with a request of $3,000,000, submitted by Sutter Lakeside Hospital in collaboration with regional and community partners. The County Board will consider adopting an official resolution of support for the South Lakeport Regional Resiliency & Fire Protection Project at their regular meeting on March 4, 2025.

Budget Overview:

The total project cost is estimated at $7,211,500. This figure includes approximately $500 per linear foot for an 8,000-foot, 14” water main—about $3,951,000—and hydrant costs of $15,000 each for 16 hydrants, totaling $240,000. Additional significant expenses include $600,000 for specialized boring under State Highway 175 and $290,000 for installing 58 two-inch service lines to each parcel, which is essential to avoid future excavation of new paving planned for the South Main/Soda Bay Road Corridor roadway improvement project in the next 2-3 years.

Although it is unlikely that the full project will be funded through the Congressional Community Funding process, staff believes it is important to present Congressman Thompson’s office with a comprehensive view of the project and demonstrate our flexibility in modifying the project to align with federal funding programs— potentially including USDA Rural Development or the U.S. Economic Development Administration (EDA). At the February 25, 2025 Board of Supervisors meeting, staff from Lake County Special Districts advocated for County funding support for this project. If funded through the Congressional Community Project program, the City of Lakeport may need to consider utilizing both General Fund and Municipal Water Fund reserves.

A complete cost estimate is provided as an attachment to this staff report.

In conclusion, staff recommends that the City Council adopt a resolution requesting Congressman Thompson consider $7,211,500 in funding for the South Lakeport Regional Water Resiliency & Fire Protection Project through the FY 2026 Congressional Community Funding process.

ENVIRONMENTAL COMPLIANCE:

The City, acting as a Responsible Agency for purposes of CEQA, has considered the effects of the Project as shown in the Mitigated Negative Declaration adopted by the Board of Supervisors of Lake County, acting as Lead Agency, identified as SCH # 2011052028, in accordance with CEQA Guidelines section 15096.

OPTIONS:

1. Following discussion of the presented proposal, adopt a resolution requesting Congressman Thompson consider $7,211,500 in funding be authorized for the South Lakeport Regional Water Resiliency & Fire Protection Project through the Fiscal Year 2026 Congressional Community Funding request appropriations process.

2. Take no action.

3. Or alternatively, the Council may provide staff alternative direction.

KELLY BUENDIA, City Clerk
January 29, 2024
Dear Friends:

We are quickly approaching the time when I would normally send a letter to constituents in the Fourth Congressional District with instructions about how to submit requests for Community Project Funding which direct funds to a specific state or local government or eligible non-profit organization.

Unfortunately, the FY26 appropriations process has been unnecessarily delayed by extremist members in the House of Representatives that prevented the timely completion of the FY25 appropriations bills. While we don’t have final guidance from the Appropriations Committee on the rules for FY26 projects, I urge interested constituents to start submitting project ideas to my office now.

In anticipation of the completion of the FY25 appropriations bills as soon as early March, and the rapid transition to the consideration of the FY26 bills, I wanted to share interim guidance for this process.

First, I fully support this opportunity as Congress has both the right and responsibility to provide input on funding decisions for worthwhile project proposals critical to the well-being of the people of our District.

Second, while the Appropriations Committee has not yet shared any guidance changes from the previous appropriations cycle, I have attached last year’s guidance, which is expected to be very similar to what will be required for FY26 requests. Should the Appropriations Committee change any of the rules, my office will make sure to communicate those changes as soon as possible.

In the last three appropriations cycles, Members of Congress have been limited to submitting 15 Community Project Funding requests with no guarantee that they will all be funded. Projects will also be competitively evaluated by the Committee on Appropriations, so projects with strong local support will be given preference.

My staff will work with you to answer questions about whether your project as envisioned is something that can be eligible for this process. Please see the resource guide which identifies which programs are eligible for Community Project Funding requests, and the required documentation for projects in various programs. In order for me to put forward the strongest set of project requests, I ask that you submit your priorities to this Appropriations Form or email your priorities to ([email protected]) by the end of the day on MARCH, 7 th, 2025.

In submitting your priorities, please provide all the information required by each appropriations subcommittee.

The House has also instituted transparency measures to ensure that Members of Congress do not have a financial interest in Community Project Funding requests. This certification, and the associated documentation for each project, is designed to balance the interest in greater Congressional involvement in funding decisions with the need to ensure that all projects requested by Members of Congress are high quality projects.

This year’s environment will be especially challenging for securing funding for projects. I encourage you to only include the highest priority projects and I will do all that is possible to support investments that improve our communities. I believe that the people of our district are in the best position to identify those worthwhile projects that will enhance safety, create jobs and improve our quality of life, and I look forward to your recommendations.

Thank you for your time and consideration.

Sincerely,

MIKE THOMPSON
Member of Congress
Guidance from the Appropriations Committee for the PREVIOUS year.

Additional guidance will be provided as soon as it has been released by the Appropriations Committee.

General Community Funded Project Guidance from the
Appropriations Committee
NOTE: Please note some of the new restrictions from House Republicans which are different than the rules for requests to Senate offices.

Federal Nexus Requirement In order to ensure a federal nexus exists for each funded project, the Committee will only fund projects that are tied to a federal authorization law. Members must include a written statement describing the federal nexus for each Community Project Funding request. Subcommittee guidance will include example language Members can use to make the required statement.

No Memorials, Museums, or Commemoratives: Memorials, museums, and commemoratives (i.e., projects named for an individual or entity) are not eligible for Community Project Funding.

Community Support. Community engagement and support is crucial in determining which projects will be ultimately selected for Federal funding. Only projects with demonstrated community support will be considered by the Appropriations Committee.

The Appropriations Committee encourages project sponsors to include evidence of support for your proposal including:
• Letters of support from elected community leaders (e.g. mayors or other officials); • Press articles highlighting the need for the requested Community Project Funding; • Support from newspaper editorial boards;
• Projects listed on State intended use plans, community development plans, or other publicly available planning documents; or
• Resolutions passed by city councils or boards.

Ban on For-Profit recipients. The Committee is imposing a ban on directing Community Project Funding to for-profit entities.

Matching requirements. Several Federal programs eligible for Community Project Funding requests require a State or local match for projects either by statute or according to longstanding policy. The Committee will not waive these matching requirements for Community Project Funding requests. Note: This does not mean that matching funds must be in-hand prior to requesting a project, but that local officials must have a plan to meet such requirements in order for such a project to be viable.

One-year funding. Each project request must be for fiscal year 2024 funds only and cannot include a request for multiyear funding.

State or local governmental entities as grantees. Members are encouraged to consider public entities as primary grantees to oversee the completion of the project. For infrastructure projects, many States have established lists or intended use plans with projects that have already been vetted by governmental officials (e.g. drinking water, wastewater and highways).

Non-profits as grantees. If a Member requests that funding be directed to a non-profit organization, the Member will need to provide evidence that the recipient is a non-profit organization as described under section 501(c)(3) of the Internal Revenue Code of 1986. Further, many water projects often partner with non-profit entities to complete projects. Therefore, projects may also be directed to non-profits with an inherently governmental function.

Transparency. Certain information about project requests submitted by my office to the Appropriations Committees will be made public. This includes: the proposed recipient; the address of the recipient; the amount of the request; and an explanation of the request, including purpose, and a justification for why it is an appropriate use of taxpayer funds.

CITY OF LAKEPORT
Over 100 years of community,
pride, progress, and service
February 20th, 2025
Description of Project:

The South Lakeport Regional Water Resiliency & Fire Protection Project (Project) is a cooperative intergovernmental effort between the City of Lakeport and County of Lake.

This Project proposes to extend City of Lakeport municipal water service to a currently unserved County of Lake jurisdictional corridor along South Main Street to Soda Bay Road, terminating at Manning Creek, and includes a crucial loop line going west under Highway 29 to connect with an existing main on Parallel Drive. Spanning approximately 8,000 linear feet of water main, 58 two-inch services, 16 hydrants, and 4 fire services, this Project aims to significantly enhance regional water infrastructure and resiliency.

This project presents future opportunities for interties with the Big Valley Band of Pomo Indians Tribe and County of Lake Special Districts, setting the stage for a consolidated and robust regional water system.

Existing Conditions and Benefits:

The Project area currently maintains six (6) non-transient water systems that serve key local businesses; Mendo Mill, Howling Dog Café, Jack in the Box, Rotten Robbie, Lakeport Theatre, and Jitterbean. The Project area is situated in a high fire severity zone with existing infrastructure lacking capacity for effective fire suppression. The proposed Project will transition this area from reliance on individual wells and inadequate nontransient systems to a reliable and readily available municipal water service, improving both fire safety response and public health by ensuring clean, safe drinking water. This is critical as the Project area includes high-risk locations such as the Lake County Transfer Station & Recycling Center, propane companies, and large industrial areas, where the risk of fire is elevated.

Strategic Alignment:

The Project aligns with the upcoming County of Lake South Main Street Rehabilitation project. The County of Lake South Main / Soda Bay Road Corridor rehabilitation project is scheduled for completion within three years and coincides with the proposed Project area, ensuring integration and minimized disruptions. The City of Lakeport is nearing completion of design and engineering work for the critical loop line, which represents a substantial portion of the overall Project, highlighting the city's commitment and investment towards Project success. Altogether this Project will enhance public safety through improved fire suppression systems and address public health concerns by 591 MARTIN STREET - LAKEPORT, CALIFORNIA 95453 - TELEPHONE (707) 263-0751 - FAX (707) 263-1514 providing a stable, safe water source for existing and future commercial activities. By doing so, it will ensure a resilient, healthy, and economically vibrant South Lakeport, laying the groundwork for future enhancements and regional integration.

Cal OES Form 130 Instructions
A Designation of Applicant’s Agent Resolution for Non-State Agencies is required of all Applicants to be eligible to receive funding. A new resolution must be submitted if a previously submitted resolution is older than three (3) years from the last date of approval, is invalid, or has not been submitted.

When completing the Cal OES Form 130, Applicants should fill in the blanks on pages 1 and 2. The blanks are to be filled in as follows:

Resolution Section:

Governing Body: This is the group responsible for appointing and approving the Authorized Agents.

Examples include: Board of Directors, City Council, Board of Supervisors, Board of Education, etc.

Name of Applicant: The public entity established under the laws of the State of California.

Examples include: School District, Office of Education, City, County or Non-profit agency that has applied for the grant, such as: City of San Diego, Sacramento County, Burbank Unified School District, Napa County Office of Education, University Southern California.

Authorized Agent: These are the individuals that are authorized by the Governing Body to engage with the Federal Emergency Management Agency and the California Governor’s Office of Emergency Services regarding grants for which they have applied.

There are two ways of completing this section:

1. Titles Only: The titles of the Authorized Agents should be entered here, not their names. This allows the document to remain valid if an Authorized Agent leaves the position and is replaced by another individual. If “Titles Only” is the chosen method, this document must be accompanied by either a cover letter naming the Authorized Agents by name and title, or the Cal OES AA Names document. The supporting document can be completed by any authorized person within the Agency (e.g., administrative assistant, the Authorized Agent, secretary to the Director). It does not require the Governing Body’s signature.

2. Names and Titles: If the Governing Body so chooses, the names and titles of the Authorized Agents would be listed. A new Cal OES Form 130 will be required if any of the Authorized Agents are replaced, leave the position listed on the document, or their title changes.

Checking Universal or Disaster-Specific Box: A Universal resolution is effective for all past disasters and for those declared up to three (3) years following the date of approval. Upon expiration it is no longer effective for new disasters, but it remains in effect for disasters declared prior to expiration. It remains effective until the disaster goes through closeout unless it is superseded by a newer resolution.

Governing Body Representative: These are the names and titles of the approving Board Members.

Examples include: Chairman of the Board, Director, Superintendent, etc. The names and titles cannot be one of the designated Authorized Agents. A minimum of three (3) approving board members must be listed. If less than three are present, meeting minutes must be attached in order to verify a quorum was met.

Certification Section:

Name and Title: This is the individual in attendance who recorded the creation and approval of this resolution.

Examples include: City Clerk, Secretary to the Board of Directors, County Clerk, etc. This person cannot be one of the designated Authorized Agents or Approving Board Member. If a person holds two positions (such as City Manager and Secretary to the Board) and the City Manager is to be listed as an Authorized Agent, then that person could sign the document as Secretary to the Board (not City Manager) to eliminate “Self-Certification.”
