IV. CONSENT AGENDA: The following Consent Agenda items are expected to be routine and noncontroversial. They will be acted upon by the Council at one time without any discussion. Any Council Member may request that any item be removed from the Consent Agenda for discussion under the regular Agenda. Removed items will be considered following the Consent Calendar portion of this agenda.
A. Ordinances: Waive reading except by title, of any ordinances under consideration at this meeting for either introduction or passage per Government Code Section 36934.
B. Minutes: Approve the minutes of the City Council regular meeting of August 19, 2025.
C. Meeting Cancellation: Authorize the cancellation of the regular meeting scheduled for October 7, 2025, for National Night Out.
D. Second Reading – Alcohol in the
Parklands:
Adopt an ordinance amending Sections 9.04.010 and 9.08.110 of the Lakeport Municipal Code related to alcohol possession and consumption in City parklands.
E. Application 2025-042: Approve application 2025-042, with staff recommendations, for the CLHS Homecoming Parade.
F. Notice of Completion: Adopt the resolution accepting construction of South Main Street Pavement Rehabilitation Project, by Granite Construction Company, and authorize the filing of the Notice of Completion.
V. PUBLIC PRESENTATIONS/REQUESTS:
A. Public Input: Any person may speak for 3 minutes about any subject within the authority of the City Council, provided that the subject is not already on tonight’s agenda. Per Government Code §54954.3(a), the City Council cannot take action or express a consensus of approval or disapproval on any public comments regarding matters which do not appear on the printed agenda.

1. Traffic Safety Update: Receive and file the Traffic Safety Update and Active Transportation Plan presentation.

1. MJHMP: Adopt the proposed resolution approving the Lake County Multi-Jurisdictional Hazard Mitigation Plan (MJHMP) and to direct staff to prepare a future General Plan amendment to incorporate relevant data, goals, and policies into the Safety Element of the City of Lakeport General Plan.
2. Grant Adopt a resolution authorizing the City Manager, or designee, to enter into a funding agreement with the California Department of Fish and Wildlife, Office of Spill Prevention and Response (OSPR), accept grant funds in an amount not to exceed $10,000, and execute all related documents for the Oil Spill Response Equipment Grant.
