Move to accept agenda as posted or move to add or delete items.
To add item, Council is required to make a majority decision that an urgency exists (as defined in the Brown Act) and a 2/3rds determination that the need to take action arose subsequent to the agenda being posted.
IV. CONSENT AGENDA: The following Consent Agenda items are expected to be routine and noncontroversial. They will be acted upon by the Council at one time without any discussion. Any Council Member may request that any item be removed from the Consent Agenda for discussion under the regular Agenda. Removed items will be considered following the Consent Calendar portion of this agenda.
A. Ordinances: Waive reading except by title, of any ordinances under consideration at this meeting for either introduction or passage per Government Code Section 36934.
B. Minutes: Approve the minutes of the City Council Regular Meeting of December 02, 2025.
C. Warrants: Approve the warrant register of December 03, 2025.
D. Application 2026-001: Approve application 2026-001, with staff recommendations for the 2026 Children’s Festival.
E. Application 2026-002: Approve application 2026-002, with staff recommendations for the 2026 Cinco de Mayo Fiesta.
F. 2025 Building Code Adoption: Adopt a proposed Ordinance amending Section 15.04.010 of the Lakeport Municipal Code to incorporate and adopt by reference the 2025 California Building Codes effective January 1, 2026.
G. NHA Contract Amendment: Authorize the City Manager to execute the attached amendment to the professional services agreement with NHA Advisors LLC.
V. PUBLIC PRESENTATIONS/REQUESTS:
A. Public Input: Any person may speak for 3 minutes about any subject within the authority of the City Council, provided that the subject is not already on tonight’s agenda. Per Government Code §54954.3(a), the City Council cannot take action or express a consensus of approval or disapproval on any public comments regarding matters which do not appear on the printed agenda.

A. City Clerk
1. City Council Reorganization: The City Council will hold its annual reorganization meeting to select the Mayor and Mayor Pro Tem.
B. Community Development Director
1. Adams Ashby Contract
Amendment:
Approve Amendment No. 1 to the Professional Services Agreement between the City of Lakeport and Adams Ashby Group, LLC for CDBG consulting services, extending the agreement term to September 30, 2027, updating the scope of services to include the CDBG MIT-RIP program, and establishing a total not-toexceed contract amount of $300,000; and authorize the City Manager to execute the amendment on behalf of the City.
C. Public Works Director
1. Utilities Easement: Adopt four resolutions approving and authorizing the City Manager to execute contracts, and all other necessary documents, for the acquisition of right of way and drainage easements from property owners Savings Bank of Mendocino County, H&S Energy, LLC., Metaxas, and Lakeport Unified School District.
2. Stormwater Resources Plan
Adoption:
Adopt a resolution approving the 2025 Lake County Stormwater Resources Plan (SWRP); authorizing staff to forward the adopted plan to the State Water Resources Control Board (SWRCB) and applicable Clean Water Program partner agencies; and directing staff to use the SWRP to guide future stormwater and watershed planning, project development, and grant application activities.
D. City Manager
1. Westside Park CLMSD
License Agreement:
Sitting as the Board of Directors of the City of Lakeport Municipal Sewer District (CLMSD), approve the License Agreement with Westside Community Park for construction, operation, and maintenance of the Westside Community Trail Park on CLMSD property, and authorize the Board Chair to execute the agreement on behalf of the CLMSD Board.
2. City Lands Committee: Adopt the Resolution establishing the City Lands Advisory Committee as a permanent standing committee to advise on the use, lease, and disposition of Cityowned lands.
E. Utilities Director:
1. Contract Award: Slipline
Project:
Authorize the City Manager to execute a purchase order/contract agreement with Miksis Services for 200’ of slip line in the amount of $26,360.
