STAFF REPORT
RE: Resolution Rescinding Resolution No. 3033 (2026) Authorizing Certain Individuals to Act on Behalf of the City of Lakeport STARS Deferred Compensation Plan and Revising Delegation of Authority
MEETING DATE: 06/02/2026
SUBMITTED BY: Kelly Buendia, Administrative Services Director PURPOSE OF REPORT: ☐Information only ☐ Discussion ☒Action Item WHAT IS BEING ASKED OF THE CITY COUNCIL/BOARD:
The City Council is being asked to adopt a resolution rescinding Resolution No. 3033 (2026), which authorized certain City officials to act on behalf of the City of Lakeport STARS Deferred Compensation Plan and related custodial accounts, and revising the scope of that previously delegated authority.
BACKGROUND/DISCUSSION:
On May 19, 2026, the City Council adopted Resolution No. 3033 (2026) authorizing designated City officials to act on behalf of the City of Lakeport STARS Deferred Compensation Plan and related custodial accounts. The resolution was intended to facilitate administrative actions associated with the City's deferred compensation plan transition.
Following adoption of the resolution, it was determined that certain provisions of the resolution did not accurately reflect the City's intended scope of authority. Specifically, the language authorizing designated officials to provide oral instructions regarding account transactions was not intended and raised concerns during the implementation process. As a result, the financial institution involved would not proceed based on the authorization provided.
To avoid confusion and ensure that future authorizations accurately reflect the City's intent and operational requirements, staff recommends adopting a new resolution rescinding Resolution No. 3033 (2026) and revising the scope of delegated authority.
A special meeting has been called to address this matter promptly in order to maintain project timelines and meet applicable processing deadlines associated with the deferred compensation plan transition.
OPTIONS:
1. Adopt the resolution rescinding Resolution No. ___ (2026) and revising delegated authority.
2. Provide alternative direction to staff.
