Paving projects of this scope require proper materials testing to ensure longevity of the investment that the City is making. Public Works staff approached Associate Soils Engineering to provide this service for the project. Their services are outlined as follows:
a. Compaction testing of subgrade for the repaving of the subject streets. Minimum compaction requirements are 95% relative compaction for subgrade, aggregate base. b. Observation and compaction testing of asphalt and rubberized asphalt placement. c. Asphalt Batch plant for asphalt and rubberized asphalt samples shall be tested for gradation, stability, and oil content per Caltrans specifications.

The total cost of the work is proposed as $1 40,260, which is inclusive of Lakewood Boulevard paving.

FISCAL IMPACT
There is no new fiscal impact. In consideration that there is approximately $1,872,500 currently available within the funds identified for contingency for this project, staff recommend reducing the contingency amount by $140,260 to fund the proposed work.

RECOMMENDATION
Staff recommend that the City Council:

1. Decrease project contingency by $140,260 for a total contingency amount of$2, 125,000.

2. Award a task order to Associated Soils Engineering, Inc., of Walnut, CA in the amount of $140,260 to provide soils engineering services for the Annual Streets and Alleys Project, Public Works Project 25-11

Attention: Mr. Dario Somoes
Assistant Director Public Works
Subject: Revised Proposal for Geotechnical Services, Street Improvements Project – Lakewood Boulevard from Del Amo Boulevard to Ashworth Street (Public Works Contract 25-11), City of Lakewood, California
Ladies and Gentlemen:

In accordance with your request, Associated Soils Engineering, Inc. (ASE) is pleased to submit this estimate of costs for geotechnical engineering and material testing services for the subject project.

This proposal includes a cost estimate for Observation, Field Testing, Laboratory Testing and Reporting during compaction of subgrade and Asphaltic Concrete (AC) testing for the Group 1 street improvements. This proposal has been based on consultation with you, the provided Construction Schedule dated August 4, 2025, along with ASE’s experience on recent similar projects, so many assumptions have been made. It is understood by ASE that this project is subject to prevailing wage and therefore our estimated costs for field testing are based on prevailing wage rates and regulations, according to the labor laws of the State of California.

PROJECT LOCATION AND PROPOSED IMPROVEMENTS
Based on recent correspondence with your office, it is our understanding that the proposed street improvements Project that will Lakewood Boulevard from Del Amo Boulevard on the south to Ashworth Street on the north end (roughly 7,500 lineal feet) and will consist of a mill and overlay with isolated full depth removal and replacement (R&R) areas throughout the alignment. It is further understood that this work will be performed at night.

Based on the estimated Schedule, and our experience on similar projects, the following assumptions have been made for time needed onsite for our inspection/testing services. For the purpose of this proposal, the following Schedule of Geotechnical Testing/Inspection is assumed for Lakewood Boulevard:
• AC R&R Testing 6 trips (4 hrs/trips)
• AC Laydown 7 days (8 hrs/day)
ASSOCIATED SOILS ENGINEERING, INC. Proposal No.: P25-104c 2860 Walnut Avenue, Signal Hill CA 90755 September 18, 2025 Tel: (562) 426-7990 * Fax: (562) 426-1842 Page 2
• AC Batch Plant 7 days (6 hrs/day)
We respectfully request your agreement with, or revision of, these assumed time frames.

SUBGRADE, BASE AND ASPHALT TESTING

1. Scope of Services
During the street improvements, it will be necessary to provide observation and testing for the subgrade, base and asphalt preparation. If desired, these services would be reported in a single report for all street segments subsequent to the completion of construction.

ASE will provide the following services during the subgrade, base and asphalt testing:
a. Preconstruction meetings and consultation with client and consulting team. b. Compaction testing of subgrade for R&R (dig-outs) for the repaving of the subject streets. Minimum compaction requirements are 95% relative compaction for subgrade, aggregate base.
c. Observation and compaction testing of AC and ARHM laydown placement. d. AC Batch plant for AC and ARHM and samples shall be tested for asphalt gradation, stability, and oil content per Caltrans specifications.

2. Estimated Fees
The cost of these services depends mainly on the number of required trips to the site, the number of retests necessary due to initial inadequate compaction, the pace and performance of the contractor, the time span needed to complete the entire project and the number of compaction reports required. Additionally, we have assumed that the site will be paved in several separate phases to allow for traffic flow during the construction. All pricing below is inclusive of all office work, travel time, equipment, labor and sample pickups.

For the purpose of this proposal, we have assumed a work schedule not exceeding eight (8) hours per day, five (5) days per week. We respectfully request your agreement with, or clarification of this assumption. Overtime rates (including Night Work) for field technician are 1 ½ time the regular hourly rate ($255.00/hr). Based upon the assumed scope of services, the estimated fees for this portion of work are estimated as follows:
