TO: The Honorable Mayor and City Council
SUBJECT: Award of Bid for Public Works Projects No. 2024-04 Play Area Improvements to the Existing Bloomfield Park
INTRODUCTION
COUNCIL AGENDA
December 09, 2025
On December 2, 2025, the City Clerk received four bids for the Play Area Improvements to the Existing Bloomfield Park project. The work generally consists of demolition, grading, concrete foundations, play equipment installation, rubberized surfacing and installation, and miscellaneous related improvements required by the contract documents.
STATEMENT OF FACT
Ten contractors purchased plans and specifications, and four submitted a bid proposal. The bid results are summarized below:
1 I Micon Construction $545,459
2 I Western State Builders $549,900
3 I R.E. Schultz $565.750
4 I Newman Midland : $865,100
The lowest responsible bidder is Micon Construction Inc. in the base bid amount of $545,459.
Staff have verified with the State Contractors License Board that Micon Construction Inc. is properly licensed for the work. References contacted by staff provided favorable comments on the quality of their work and they have completed similar types of work for various public agencies. Staff also recommend that a contingency of approximately 15% be included, since there could be unforeseen, unexpected conditions, once construction begins.
The consulting engineering firm of Ardurra has an agreement with the City of Lakewood to assist with various engineering matters. Staff have requested a proposal to provide project management, contract administration, construction materials testing and inspection, and construction observation for the project. The proposal is in the amount of $90,290 which includes a contingency allowance of $30,290.
FISCAL IMPACT
The Bloomfield Playground replacement project is funded through a combination of Measure A grant funds administered by the Los Angeles County Regional Park and Open Space District (RPOSD) and locally administered Measure L funds. The City's Seven-Year Capital Improvement Program (CIP) previously identified and programmed a placeholder amount of $493,000 in

Measure A funds for this project. The grant award subsequently received from Los Angeles County is in the amount of $675,750, which is $182,750 higher than the originally programmed amount.
In addition, the CIP budget included $105,000 in Measure L funds to supplement the project and provide construction contingency funding. To fully align the project budget with the awarded grant amount and ensure full project funding, staff recommend increasing the Measure A appropriation in project account P4BF2620-MEAAL-COUNTY-O by $182,750. Sufficient funds will be available within the approved CIP following the recommended budget adjustment. No additional General Fund appropriation is required.
The following table illustrates the funding and expenses:
