REGULAR MEETING AGENDA

~ 7 ~
The Lancaster Performing Arts Center was opened to the public in November 1991. Over 30 years, LPAC has brought thousands of performers to Lancaster for our community to enjoy. It is currently the largest performing arts facility in the northernmost part of Los Angeles County and is a proud partner of the BLVD Cultural District. This well-used facility has aged and certain critical assets have begun to fail and cause inconveniences. Current units are over 30 years old and fail frequently. New units will provide more efficient and effective use of resources, and will provide a long-term solution to the temperature control issues at the LPAC’s house and lobby. Furthermore, this project would provide assured and comfortable temperatures to visitors and staff as they come to LPAC to enjoy performances.
CC 11. Los Angeles County Homeless Innovation Funds Round Two Recommendation(s):

2. Authorize the City Manager, or his designee, to sign all documents. This contract is awarded per California Public Code Section 22038 (c).
3. Allocate $406,738 from the general fund balance to Account No. 101 12ZZ006924-LPAC Generator to cover costs associated with LPAC Generator Installation.
In January 2022, the City issued RFQ 753-22. Responses were received from High Volt Electric, and Blue Ridge Mechanical Corp. However, the variance in the bid amounts led to the City canceling the RFQ, and re-soliciting the project. RFQ 759-22 was reissued in February 2022, and no bids were received. Staff tabled the project for a few months, and recently began negotiations with High Volt Electric. Upon review of High Volt Electric’s proposal, timeline for installation, and references, staff is confident High Volt Electric is a highly qualified and responsive contractor, that is capable of completing this project as required.

NEW BUSINESS
NB1. Lancaster National Soccer Center Emergency Well Pump Replacement Recommendation(s):
1. Adopt Resolution No. 22-20 , finding that an emergency exits and authorize the repair of the well pump at the Lancaster National Soccer Center (LNSC).
2. Authorize the use of Emergency Contracting Procedures per Public Contract Code 22035 & 22050.
3. Authorize award of contract for Emergency Well Pump Replacement, to Legend Pump & Well Service, Inc., of San Bernardino, CA in the amount of $138,831 plus a 20% contingency, to remove and replace the well pump currently providing water to irrigate the Lancaster National Soccer Center.
4. Authorize the City Manager, or his designee, to sign all documents associated with these repairs.
The repair of the well pump is of the essence to preserve the turf. The well pumps approximately 1,000 gallons of water per minute, whereas the back up well only pumps approximately 400-500 gallons per minute. As we enter into the warmer months, a delay of 4-6 weeks for bidding, could result in the loss of over half a million dollars of athletic turf due to lack of adequate water.
Additionally, there are several regional soccer tournaments scheduled this summer, in addition to local league use. If the turf needs to be removed and replaced, the fields will be unusable for 2-3 months, resulting in lost revenue for tournaments, leagues, and City tourism dollars.
