The justifying backup information for each expenditure is available in the Finance Department.

Recommendation(s):

Approve Parcel Map No. 83360, located at northeast corner of 7 th Street East and Avenue K-8; make findings that this project will not violate any of the provisions of Sections 66473.5, 66474.1 and 66474.6 of the Subdivision Map Act; and instruct the City Clerk to endorse on the face of the map the certificate which embodies the approval of said map.

On July 28, 2021, Development Services Department – Community Development Division approved Tentative Administrative Parcel Map No. 83360 for subdividing 0.92 acres into four parcels. (Revised on April 4, 2022). The Final Map is in substantial conformance with the approved tentative administrative map. CC 6. Agreement Amendment No. 1 for RFP No. 741-21 - Hand Work and Protected Bike Lane Sweeping Services
Recommendation(s):

Approve first amendment on agreement with SCA of CA, LLC., for RFP No. 741-21 - Hand Work and Protected Bike Lane Sweeping Services, and authorize the City Manager, or his designee, to sign all documents.

In May 2021, the City advertised a Request for Proposals for Hand Work and Protected Bike Lane Sweeping Services. The scope of service included the weekly cleaning of drainage basin driveways, hand work locations, protected bike lanes, dead ends, narrow cul-de-sacs, and an additional 100 cleaning requests on an as needed basis.

One proposal was received on June 11, 2021, from CleanStreet, Inc., for one (1) year, and the proposal was deemed acceptable by staff. The company then changed in their name in February 2022 to SCA of CA, LLC.

CC 7. Purchase and Installation of Incubator Camera & Door Access Control Panels Recommendation(s):

Approve the following:

The purchase and installation of cameras for the Lancaster Incubator. There will be 17 Cameras, 12 Security Door Access Control Panels, 1 Node and one Equipment Rack purchased for a cost of $244,710.00 which includes access to an application to view the cameras and the camera footage which will be stored in the cloud. This is the first part of a multi-part program to update City security.

The City of Lancaster has looked into installing a camera system on the Lancaster Incubator to enhance safety and security. The City followed the CMAS process, with EKC Enterprises receiving the work.

CC 8. Lancaster National Soccer Center Emergency Well Pump Replacement Recommendation(s):

Per the Public Contract Code 22035 & 22050 Emergency Contracting Procedures, accept update on Lancaster National Soccer Center Emergency Well Pump Replacement.

The repair of the well pump is of the essence to preserve the turf. The well pumps approximately 1,000 gallons of water per minute, whereas the back up well only pumps approximately 400-500 gallons per minute. As we enter into the warmer months, time is of essence, as a delay of 4-6 weeks for bidding, could result in the loss of over half a million dollars of athletic turf due to lack of adequate water. Additionally, there are several regional soccer tournaments scheduled this summer, in addition to local league use. If the turf needs to be removed and replaced, the fields will be unusable for 2-3 months, resulting in lost revenue for tournaments, leagues, and City tourism dollars.

CC 9. Exchange Agreement and Assignment of Federal Highway Infrastructure Program (HIP) Funds with Los Angeles County Metropolitan Transportation Authority (LACMTA) Local Transportation Funds, and Appropriation of LACMTA Proposition C Local Return Funds

· Revenue Account 321-3351-106; Expenditure Account 321-12ST051-924: $739,582.00 · Revenue Account 209-3315-100; Expenditure Account 209-12ST051-924: $860,418.00 In April 2022, the City submitted a project specific request to LACMTA for the Exchange Program for a new proposed project, Sierra Highway Resurfacing from Avenue I to Lancaster Boulevard. The City determined the necessary improvements and is proposing to fund the project with the LACMTA Local Transportation Exchange funds and Proposition C Local Return funds. As part of the Exchange Program, LACMTA requires the proposed project to be fully funded. Proposition C Local Return fund are proposed to complete the project funding since the project includes street improvements supporting public transit service for the full length of the project. Asphalt treatments may include pavement overlays with digouts, cold-in-place recycling, full depth reclamation, and/or full depth replacement. Concrete work may include curb and gutter, cross-gutter, longitudinal gutter, curb ramp, and sidewalk repairs and/or replacement for compliance with ADA standards. PH 2. Approval to Increase Solid Waste Handling Services Fee for Single-Family Dwellings, and Collection of Solid Waste Handling Services Fee for Single-Family Dwellings on the Tax Roll Pursuant to Section 5473 of the Health and Safety Code
Recommendation(s):

Adopt Resolution No. 22-45 , approving (1) increase to solid waste handling services fee for single-family dwellings and (2) collection of solid waste handling services fee for single-family dwellings on the tax roll pursuant to section 5473 of the Health and Safety Code.

In September 2016, Governor Brown set methane emissions reduction targets to reduce emissions of short‐lived climate pollutants (SLCP) for California. CalRecycle’s State Bill 1383, Short‐lived Climate Pollutants Organic Waste Regulations, requires everyone in California to recycle all organic waste which includes paper, yard materials, food, cardboard and food‐soiled paper. The State requires residents to sort their organic waste including recyclables from their trash and to also have adequate access to organic waste recycling and recycling services. The State requirements also include that all organic materials be sent to organics processing facilities.

This State required collection and distribution is a costlier process.
