Fleet Program Single Vendor Expenditure Authority Increase
CITY OF LANCASTER, CALIFORNIA
CITY COUNCIL/SUCCESSOR AGENCY/FINANCING/POWER/CALIFORNIA CHOICE ENERGY AUTHORITY ADJOURNED REGULAR MEETING AGENDA
TUESDA Y, 10/25/2022
Recommendation(s):
1. 1.
Increase
the
City
Manager,
or
his
designee,
single
vendor
expenditure
authority
to
the
budgeted
amount
for
the
fleet
fund
capital
asset
new
and
replacement
accounts
through
the
end
of
FY
22/23
and
require
the
City
Manager
to
report
purchases
in
excess
of
purchasing
authority to the City Council in writing.
2. Authorize the City Manager, or his designee, to sign all documents.
The
Transportation
Division
is
proposing
to
increase
the
City
Managers'
expenditure
authority
with
single
vendors
regarding
vehicle
and
equipment
purchases.
The
new
expenditure
authority
will
match
the
approved
fleet
funds
capital
asset
budget.
This
would
streamline
the
vehicle
purchasing
process
and
stay
compliant
with
procurement
guidelines.
For
example,
when
a
new
or
replacement
vehicle
is
needed,
Transportation
staff
will
provide
specifications
and
a
quote
request
to
vendors
that
can
provide
that
vehicle
or
equipment.
Then,
the
Transportation
staff
will
select
the
vehicle
with
the
lowest
quote
that
meets
our
needs. Transportation would then work with the successful dealer to finalize the purchase.
