with

1. Approve the Amendment to the Professional Services Agreement with Affordable Housing Solutions & Development of Southern California, LLC (AHS) for an additional three (3) years.

2. Authorize the City Manager, or his designee, to finalize and execute all documents related to the Amendment.

their

extensive

expertise,

thorough

familiarity

with

the

City’s

existing
programs,

and

current

status

assisting

with

the

execution

of

several

pending

long-term
projects,

staff

proposes

to

extend

the

existing

Professional

monitoring

and

reporting;

annual

Neighborhood

monitoring;

and

annual

collection.

Based

on

SRK’s

knowledge

of

these

items

and

current

status

in

the

midst

of

several

projects
with

the

Housing

team,

staff

is

proposing

an

extension

of

their

professional

CC 10.

Professional Services Agreement - FTI Consulting, Inc.

It is recommended that the City Council approve a Professional Services Agreement with FTI Consulting Inc. (“FTI”) in an amount not to exceed $156,000, and authorize the City Manager, or his designee, to sign all documents.

Since

June

2021,

FTI

Consulting,

and

the

City

of

Lancaster

have

collaborated

to

elevate

the
city

as

a

leading

partner

and

adopter

of

clean

energy

solutions,

notably

hydrogen.

The

City
Manager’s

Office

is

requesting

to

enter

into

a

Professional

Services

Agreement

and
determine

FTI

as

a

Sole

Source

vendor

for

an

overall

Communications

and

Design

Support
Plan

with

Hydrogen

as

the

main

focus

to

support

the

plan.

The

tactics

in

this

plan

are
designed

to

position

Lancaster

as

a

City

in

which

government

and

businesses

are

working
together to develop a thriving hydrogen economy.

CC 11.

Second

Amendment

to

the

Joint

Exercise

of

Powers

Agreement

Relating

to

the

California
Choice Energy Authority
It

is

recommended

that

the

City

Council

review

and

approve

the

second

amendment

to

the
Joint

Exercise

of

Powers

Agreement

relating

to

the

California

Choice

Energy

Authority
(“Agreement”) and authorize the City Manager, or his designee, to sign all documents.

Community

Choice

Aggregation

(CCA)

has

been

a

transformative

model

in

California's
energy

landscape.

Lancaster

made

history

in

2015

as

the

first

California

city

to

establish

a
stand-alone

CCA,

providing

electrical

service

to

nearly

95%

of

all

residents.

The

initial
agreement

allowed

for

amendments

given

a

30-day

notice

to

all

participants

and

the

consent
of

a

majority

of

the

administrative

body,

the

Authority

Board.

In

2017,

the

first

amendment

to
the

agreement

was

enacted.

The

proposed

amendment

reflects

the

evolution

of

the
organization

since

its

inception

and

is

designed

to

adapt

to

the

changing

needs

and

demands
of

its

stakeholders.

One

significant

advantage

of

this

proposed

amendment

is

that

it

would
enhance

compliance

by

providing

a

clear

and

efficient

structure

for

decision-making.

It

offers
clarity in roles, which is crucial for a fully-fledged entity like this.
