Date: November 14, 2023
To: Mayor Parris and City Council Members
From: Larissa De La Cruz, Director – Community Development Sydney Yeseta, Assistant Manager – Economic Development Subject: Amendment to Disposition and Development Agreement (DDA) with Access Services
Recommendations:
1. Approve the First Amendment to the DDA with Access Services for the sale and subsequent development of one additional industrial parcel located in the Lancaster Business Park.
2. Authorize the City Manager, or his designee, to execute (i) the DDA in substantially the form presented, subject to non-substantive changes approved by the City Manager and City Attorney; and (ii) all documents necessary or appropriate to complete the transaction.
Fiscal Impact:
The purchase price of one additional parcel to be added to the DDA represents the full appraised value of $970,000. Combined with the two parcels currently under contract, the total sale proceeds will be $1,634,507.80.
Background:
The Lancaster Business Park is the premier industrial master-planned area in the City. The thriving industrial real estate market regionally makes this an opportune time for this area to further develop.
On December 13, 2022, the City Council authorized the execution of a DDA with Access Services (Access) for the purchase and subsequent development of two industrial parcels within the Lancaster Business Park.
Access is now seeking to purchase an additional, adjacent parcel, bringing the total project size to
6.81 acres. Access plans to construct a paratransit operations and maintenance facility on the site. 1 4

Access is a local public entity that administers the Los Angeles County Coordinated Paratransit Plan on behalf of the County’s 46 public fixed route operators. Access facilitates the provision of complementary Americans with Disabilities Act (ADA) compliant paratransit services to certain persons with disabilities.
The subject parcels were declared surplus by Resolution 20-49 on September 8, 2020.
Subsequently, a Notice of Availability was sent to all required entities as mandated by the Surplus Land Act (SLA), and no entity was prepared to purchase the site. On October 7, 2022, the City received a letter from the California Department of Housing and Community Development (HCD), which determined that all the requirements under the SLA were met and the City could proceed with the sale or lease of the properties.
The proposed amendment will allow for a more cohesive facility design for Access and room for additional growth in the future.
