Michael Harne, Assistant Director – Maintenance Services Subject: Award of Project: 2023 Roofing Improvements – City of Lancaster AT Building Recommendations:

1. Award 2023 Roofing Improvements – City of Lancaster AT Building to Best Contracting Services, Inc., of the City of Gardena, California, in the amount of $199,101.41, base quote, plus a 15% contingency, to remove and replace the roof of the AT Building at the City of Lancaster Public Works Maintenance Yard.

Fiscal Impact:
$228,966.62 (including 15% contingency) to be awarded; sufficient funds are available in Account Number CP11BS041.CONST.41349900.

Background:

City staff identified the critical need for immediate attention and subsequent repair of the roofing system of the AT Crew Building at the City of Lancaster maintenance yard. The roof's current state presents a significant risk of moisture ingress, resulting in mold proliferation within the structure. Furthermore, this persistent issue threatens the building's integrity, potentially leading to severe structural damage if left unattended.

Omnia/National IPA Contract awarded Tremco Roofing & Building Maintenance contract number R180903. Through this contract, the City could utilize Omnia's National Cooperative Contractor Network Program to select Best Contracting Services, Inc., to procure and install Tremco Roofing materials. The Cooperative Contractor Network Program is designed to streamline construction projects while ensuring transparency and quality. In-network contractors are prequalified and follow the competitive pricing offered through the Tremco Roofing contract. All procurement documents and procedures meet all State and City requirements for competitive procurement.

Therefore, we request that the Council approve this contract award. 1 4
