STAFF REPORT
City of Lancaster
CC 21

Date: December 12, 2023
To: Mayor Parris and City Council Members
From: Sonya Patterson, Director of Parks, Arts, Recreation and Community Services Subject: Resolution to Authorize Submittal of Application for California Natural Resources Agency Urban Greening Program – El Dorado Park Recommendation:

Adopt Resolution No. 23-___, approving the application for the California Natural Resources Agency Urban Greening Program.

Fiscal Impact:

None at this time.

Summary:

The California Natural Resources Agency Urban Greening Grant is a competitive program that funds projects that reduce greenhouse gas emissions and provide multiple benefits, such as improving air and water quality, reducing energy consumption, and creating more walkable and bikeable trails. The grant has approximately $23.7 million available for projects this cycle with no maximum or minimum funding requests for applicants.

Staff has reviewed the grant guidelines and determined that the El Dorado Park Renovation Project is a viable and competitive grant project. The application will request funds to support the renovation of the walking trail and fitness equipment within the Northern boundary of El Dorado Park, which will offer residents increased opportunities for active and healthy recreation, and community engagement. The El Dorado Park project will use low water use plants that are suited to the local climate. These plants will help support local biodiversity and create a cooler microclimate through the process of evapotranspiration. The park will also maintain its existing tree canopy, which will provide shade to help mitigate the negative heat-related health impacts in the area. The project seeks to provide improved pedestrian access to recreational and health and fitness opportunities for the surrounding residents.

The grant procedures require the applicant to certify by resolution the approval of the application before final submission to the California Department of Parks and Recreation. The resolution will approve the submittal of the grant application for the proposed park improvements. 1 4

The project has an estimated cost of $3,806,506.00. There is no matching fund requirement, therefore there is no fiscal implication associated with the grant resolution and submission. If awarded, the project’s scope will align with the planned improvements to multiple park amenities that already have secured funding.
