From: Sonya Patterson, Director of Parks, Arts, Recreation and Community Services Subject: Measure A Maintenance and Servicing (M&S) FY23/24 Budget Amendment Recommendation:
1. Amend the FY23/24 budget to appropriate Measure A, Maintenance and Servicing (M&S) funds, in the amount of $300,000 to the expenditure account MSRAMS.MISCGRANT/ GL21060000.5656.
2. Establish revenue account MSRAMS.MEASUREA/ GL21062200.4998 in the amount of $300,000.
Fiscal Impact:
No impact on the General Fund. Expenditures will be reimbursed through Regional Park and Open Space District Measure A M&S funds.
Summary:
Measure A is a Los Angeles County voter-approved special tax that authorizes dedicated local funding for parks, recreation, and open space projects. A portion of this money, referred to as maintenance and servicing (M&S) funds, may be used to offset increased maintenance costs resulting from Regional Park and Open Space District-funded projects.
The City of Lancaster receives an annual M&S allocation that may only be used on projects that previously received RPOSD’s Proposition A or Measure A program funding. Per guidelines, the funds shall be used to supplement or enhance existing service levels.
Measure A M&S projects at Jane Reynolds Park, Prime Desert Woodland Preserve, and various park sites have been prioritized this year, including fence and trail repairs. The City of Lancaster will request reimbursement for these expenses which are estimated to cost $300,000.
If approved, the budget will support improved aesthetics and features of several parks, open spaces, and facilities that are cherished by the public and contribute to their health, well-being, and overall quality of life.
