From: Jason Caudle, City Manager
Kathleen Abaied, Human Resources Assistant Director
Subject: Amending Employee Classification and Compensation Schedule and Increasing the Full Time Equivalent (FTE) Headcount
Recommendations:
1. Adopt Resolution No. 24-XX, amending Resolution 23-65, establishing a compensation schedule for various classifications of employees of the City of Lancaster and adding four (4) FTE positions.
2. Approval of a budget adjustment in the amount of $170,276 to fund the four (4) additional positions for the remaining 4 months of the Fiscal Year 2023-2024.
Fiscal Impact:
The total cost of the four (4) additional positions are estimated at $170,276 for the remainder of the fiscal year 2023-2024. The cost of the additional four (4) FTE positions are projected to be offset over the next five (5) years in future savings by budgeted in-house costs of an estimated $882,000.
Background:
The additional FTE position is determined need of the Public Works Department. The Public Works Department Maintenance Services Division recently solicited bids for Illegal Dumping and Vegetation Removal Contract to meet California Prevailing Wage requirements. After receiving the bids for the contract, City staff reviewed the cost and weighed the options for this program. Our analysis shows that by expanding staff by four (4) new FTEs and bringing the contract services in-house, we can maintain response times and level of service, while saving money. We estimate in-house costs will be $3.4 Million less than contracting, and will result in an estimated $882,000 less than currently budgeted, over the next 5 years. 1 5

Funding four positions for the remaining 4 months of the fiscal year will total approximately $170,276. Final costs will be determined based on hire date and salary step offered to the employee when hired. A budget adjustment is requested for the total sum of $170,276 for fiscal year 2023-2024. Annualized costs will be budgeted in subsequent years.
