From: Larissa De La Cruz, Director – Community Development Patti Garibay, Assistant Director – Community Development Subject: Approval of a Third Amendment to the Professional Services Agreement with Cohen Ventures, Inc. DBA Energy Solutions for Development of the Lancaster Community Solar Program
Recommendations:
1. Approve the Third Amendment to the Professional Services Agreement with Cohen Ventures Inc. (Energy Solutions) for the Development of the Lancaster Community Solar Program.
2. Extend the City’s engagement with Energy Solutions for a period of twelve (12) months through February 2025.
3. Authorize the City Manager, or his designee, to sign all documents.
Fiscal Impact:
None. The existing project budget will remain.
Background:
Staff began working with Energy Solutions in February 2021 to develop a Community Solar Program for approval by the California Energy Commission (CEC). Energy Solutions was selected to support the City due to their technical expertise and success in supporting the approval and development of similar community solar programs.
Energy Solutions has completed and submitted the City’s draft application to the CEC for a preliminary review. Energy Solutions has also engaged multiple stakeholders throughout the application process to ensure the City has a strong application and the support of community solar advocates such as Sacramento Municipal Utility District (SMUD) and the Clean Energy States Alliance (CESA).

The City’s application is currently on hold while the CEC decides their path forward with community solar. The City would like to continue working with Energy Solutions and approving this extension will continue the collaboration through February 2025.
