Date: February 13, 2024
To: Mayor Parris and City Council Members
From: Sonya Patterson, Director of Parks, Arts, Recreation and Community Services Subject: Amendment to Citywide Fee Schedule to Approve Proposed Studio 606 Fees Recommendation:

1.Adopt Resolution No. 24-____, establishing fees for the City’s Studio 606.

2. Establish revenue account 10166130.4703 in the amount of $2,700 for Studio 606 Fiscal Impact:

Estimated fiscal impact would include a revenue projection of $2,700 for the remainder of fiscal year 23/24.

Background:

The Studio 606 facility, located on the Cedar Center for the Arts Campus, is a newly established state- of-the-art community space designed to support and promote various forms of artistic and creative expression through music, visual art, and video/film production. It features a recording studio, rehearsal spaces, art studios, and multipurpose rooms, making it an ideal venue for local artists, musicians, and creative groups.

Justification for Fees:

1. Maintenance and Operation: To ensure the sustainability of Studio 606 and to cover ongoing operational costs, it is essential to implement a fee structure. These fees will contribute to the maintenance, utilities, staffing, and upkeep of the facility.

2. Fairness and Equity: Establishing reasonable fees ensures equitable access to Studio 606 for all residents. Staff have considered the diverse socioeconomic backgrounds of our community members in determining these fees and have aimed to strike a balance between affordability and sustainability.

3. Revenue Generation: The fees generated from Studio 606 will help offset the cost of staffing and use of the equipment housed at Studio 606. 1 5

Proposed Fee Structure: After careful consideration and consultation with stakeholders, staff propose the following fee structure for Studio 606 that considers the multifaceted needs and affordability for our community:

1. A tiered fee structure: Established to include a student rate, a non-profit rate, a community rate and a commercial/business rate.

2. Editing and Mixing services: Additional services to be added to recording requests. These services will enhance audio quality and sound engineering to produce a crisp, clear sound product.

The establishment of fees for Studio 606 is a crucial step in ensuring its long-term success and accessibility to all members of our community. Staff believe that the proposed fee structure strikes the right balance between generating revenue and providing affordable access to this valuable cultural asset.
