Background:
The mayor and members of the city council of the City of Lancaster (“City”) are elected to office from the City at-large as provided in section 201 of the City’s Charter. The City has received a letter asserting that its at-large method of conducting elections may violate the California Voting Rights Act of 2001(Cal. Elect. Code §§ 14025-14032) (the “CVRA”).
This proposed resolution creates an ad hoc committee as authorized by Chapter 2.32 of the Lancaster Municipal Code for the purpose of studying whether and recommending how the City’s at-large method of conducting elections must be changed to comply with the CRVA.
