Accept the work constructed by Playcore Wisconsin, Inc dba GameTime c/o Great Western, for the Sgt. Owen Memorial Park Hardcourt and Landscaping Project and direct the City Clerk to file the Notice of Completion for the project.
Fiscal Impact:
$432,314 (including 10% contingency) was awarded based on the original contract. The total project cost is $393,012.23. Sufficient funds were available in Capital Improvement Project CP11BS045.CONST.
Background:
The proposed project included the refurbishing of the tennis and pickleball courts; including court re-surfacing, fence repairs, replacement of new poles and nets, and landscaping.
On August 22, 2023, City Council authorized the City of Lancaster to piggyback on the OMNIA Partners Public Sector Contract with Playcore Wisconsin, Inc, dba GameTime c/o Great Western. In addition, Council awarded the contract for improvements at Sgt. Owen Memorial Park to Playcore Wisconsin, Inc dba GameTime c/o Great Western in the amount not to exceed $393,012.23, plus a 10% contingency.

Per Section 2.2 of the Existing Community Workforce Agreement (“CWA”), this project was subject to the CWA by and between the City of Lancaster and Los Angeles/Orange Counties Building and Construction Trades Council, and the Signatory Craft Councils and Unions (“CWA”). Per Section 2.6(b) of the CWA, Letters of Assent were submitted by the Contractor and each of its subcontractors, of whatever tier, forty-eight (48) hours prior to commencement of work, or within forty-eight (48) hours after the award of Project Work to that Contractor (or subcontractor), whichever occurred later.
Construction of the project has been completed to the satisfaction of the Director of PARCS. The project was substantially completed on December 30, 2023, which was within the time permitted by the contract.
The total contract cost is $393,012.23.
