Date:March 26, 2024
To: Mayor Parris and City Council Members
From: Marissa Diaz, Director – Public Works
Michael Harne, Assistant Director – Maintenance Services Subject:Purchase of Ameron Street Light Replacement Poles and Traffic Signal Poles from Del Sol Resources
Recommendation:

Approve the yearly expenditure authority in an amount not to exceed $603,280.00 with Ameron c/o Del Sol Resources for street light replacement poles and traffic signal poles.

Fiscal Impact:

1. Not to exceed $603,280.00 for FY 2023-2024 and subsequent fiscal year, including previously made purchases with budget appropriated to various 422 funds for Lighting Maintenance District and Capital Improvements budgets.

2. Not to exceed $603,280.00 each fiscal year for FY 2023-2024 through FY 2024-2025 with budget appropriated to various Lighting Maintenance District and Capital Improvements budgets.

Background:

In 2017, the City of Lancaster initiated the purchase of the existing street light system from Southern California Edison. Southern California Edison had previously standardized the equipment used to a type of Ameron octagonal street light pole. The City determined that Ameron's octagonal street light poles should continue to be the standard product used. Ameron is also the sole distributor for our current traffic signal poles specifications, which are required per Caltrans Standards. Ameron additionally provides the arms and other parts needed to maintain these standardized poles. The selection of a standard product allows for greater consistency during maintenance, aggregation of purchases for better prices, and quicker access to stock needed for emergency repairs. The City regularly purchases these poles to repair damages from traffic accidents, perform upgrades, and for various Capital Improvement projects. This product is only available from Ameron c/o Del Sol Resources. Del Sol Resources (Del Sol) is the Ameron sales representative for the Southern California market and, per their agreement, has the exclusive right 1 5

to represent Ameron in Southern California. It was determined on March 5, 2024, that this agreement with Ameron is a sole source award. Due to the increase in damaged poles and the need for continued upgrades to existing poles that do not meet City standards, staff determined that additional expenditure authority is needed.
