Recommendation:
Accept the work constructed by R.C. Becker & Son, Inc., for Construction Project No. 23-010, Sierra Highway Resurfacing, and direct the City Clerk to file the Notice of Completion for the project. Retention on this project shall be disbursed in accordance with California Public Contract Code Section 22038(b).
Fiscal Impact:
$1,511,683.97 (including 20% contingency) was awarded based on the original contract. There was one (1) Contract Change Order for this project in the amount of ($45,959.46), which brought the contract cost from $1,259,736.64 to $1,213,777.18. Sufficient funds were available in Capital Improvements Budget Account numbers CP12ST051.CONST, GL Account 22049900.8000, and 21349900.8000.
Background:
On July 1, 2022, the Los Angeles County Metropolitan Transportation Authority (LACMTA) and the City executed an Exchange Agreement and Assignment of Federal Highway Infrastructure Program (HIP) Funds with LACMTA Local Transportation Funds (LTF) in the amount of $754,676.00, with Proposition C Local Return match funds totaling $860,418.00.
The proposed project, as part of the City’s Pavement Management Program (PMP), included approximately 2.5 lane-miles of roadway repair and resurfacing along Sierra Highway from Avenue I to Lancaster Boulevard.
Per Section 2.2 of the Existing Community Workforce Agreement (“CWA”), this project was subject to the CWA by and between the City of Lancaster and Los Angeles/Orange Counties Building and Construction Trades Council, and the Signatory Craft Councils and Unions 1 5

(“CWA”). The PWCP 23-010 contract documents were prepared, and the project was advertised accordingly. Per Section 2.6(b) of the CWA, Letters of Assent were submitted by the Contractor and each of its subcontractors, of whatever tier, forty-eight (48) hours prior to commencement of work, or within forty-eight (48) hours after the award of Project Work to that Contractor (or subcontractor), whichever occurred later.
Construction of the project has been completed of the satisfaction of the Director of Public Works.
The project was substantially completed on August 22, 2023, which was within the time permitted by the contract. The construction quantities and the amount of payment have been approved by the Contractor and Director of Public Works.
The total contract cost was $1,213,777.18.
