Subject:Amendment to Contract for CliftonLarsonAllen LLP (CLA) Recommendation:
A. Approve Amendment No. 1 of the CliftonLarsonAllen LLP (CLA) professional auditing services agreement extending the term of the agreement by 1 year to June 30, 2025.
B. Approve and not-to-exceed the amount of $444,600 to be paid to CliftonLarsonAllen LLP (CLA) for all work and services described in the Scope of Services.
C. Approve additional scope of services in Exhibit “A” to include GASB 96 and GASB 87 Lease Accounting Consulting Services.
D. Update Exhibit “B” of the Schedule of Pricing & Contract Term to increase FY2024/25 pricing to a not-to-exceed amount of $175,700 for all services.
E. Authorize the City Manager to finalize and execute the terms and conditions of the proposed First Amendment.
Fiscal Impact:
Sufficient funds are available in account 10117100-5710 for FY 2024. Staff will budget additional funding in the next fiscal year.
Background:
On March 22, 2022, the City awarded the professional auditing services agreement to CliftonLarsonAllen LLP (CLA) through a competitive Request for Proposal (RFP) process.
These services included an Annual Comprehensive Financial Report (ACFR) and its component unit financial statements for the City of Lancaster, Lancaster Public Financing Authority, Lancaster Housing Authority, Lancaster Community Services Foundation, California Choice Energy Authority, and Lancaster Choice Energy. Finance staff had an increase in consulting hours based on the needs of the department. Staff is asking that the agreement amount be increased to compensate for the additional consulting hours used in the FY21/22 audit.
Additionally, the Government Accounting Standards Board (GASB) released new standards resulting in an additional need for services provided by CLA. Staff is requesting an amendment to the original agreement to revise the scope of services. 1 6
