Date: May 7, 2024
To: Mayor Parris and City Council Members
From: Larissa De La Cruz, Director - Community Development Jocelyn Swain, Senior Planner
Subject: Authorization for Additional Budget for the Parkway Village Specific Plan Consultants
Recommendation:

Approve Additional Authorization No. 1 to the KGTY Group, Inc. and Aspen Environmental Group to amend the Professional Services Agreements for the preparation of the Parkway Village Specific Plan and associated Environmental Impact Report.

Fiscal Impact:
$164,143.26; sufficient funds are available from grant funds received from the California Department of Housing and Urban Development (HCD) Local Early Action Planning (LEAP) grant. This grant fund is in Account No. 23021000.5656.

Background:

In 2020, City of Lancaster staff started work on the preparation of the Parkway Village Specific Plan to allow for a mixed-use area with a variety of housing types, commercial uses, and community amenities. Aspen Environmental Group was hired at this time to prepare the associated environmental documents including a Programmatic Environmental Impact Report (EIR). In May 2021, the City was awarded a $500,000 under the LEAP grant from HCD for the Parkway Village Project and the City hired KGTY Group, Inc. to prepare the Specific Plan.

Since the start of the project, the scope and size of the plan area has increased necessitating additional planning and environmental efforts. Both KGTY and Aspen have requested budget amendments in the amount of $62,400 and $101,743.26, respectively, to cover the additional work required to prepare the Specific Plan and EIR. The Parkway Village Specific Plan and associated Program EIR are anticipated to be complete and start the hearing process towards the end of summer.
