Subject: Authorization for Additional Budget for KGTY Group, Inc. for the Parkway Village Specific Plan
Recommendation:
Approve Additional Authorization No. 1 to the KGTY Group, Inc. to amend the Professional Services Agreement for the preparation of the Parkway Village Specific Plan.
Fiscal Impact:
$62,400; sufficient funds are available from grant funds received from the California Department of Housing and Urban Development (HCD) Local Early Action Planning (LEAP) grant. This grant fund is in Account No. 23021000.5656.
Background:
In 2020, City of Lancaster staff started work on the preparation of the Parkway Village Specific Plan to allow for a mixed-use area with a variety of housing types, commercial uses, and community amenities. In May 2021, the City was awarded a $500,000 under the LEAP grant from HCD for the Parkway Village Project and the City hired KGTY Group, Inc. to prepare the Specific Plan.
Since the start of the project, the scope and size of the plan area has increased necessitating additional planning efforts. KGTY has requested a budget amendment in the amount of $62,400 to cover the additional work required to prepare the Specific Plan. The Parkway Village Specific Plan and associated Program EIR are anticipated to be complete and start the hearing process towards the end of summer.
