Background:
The City of Lancaster remains committed to preventing and reducing homelessness within our community. This report details the history of funding received from Los Angeles County to support these efforts.
In recognition of the crucial role cities play in addressing homelessness, the LA County Board of Supervisors (BOS) allocated general fund support the development and enhancement of local homelessness plans.
9 0
7 On July 13, 2021, the BOS approved County Chief Executive Office recommendations for Homeless Initiative Funding. This allowed the County to partner with cities and the Council of Governments through agreements. These agreements enabled contract sums to be increased up to 10% based on Measure H funding availability and County Council approval.
The City of Lancaster submitted a well-defined project/program proposal that maximized the impact of resources by leveraging existing partnerships. Following a thorough review by the Chief Executive Office for the County of Los Angeles, the City of Lancaster was chosen to receive funding.
The initial agreement specified a program plan detailing the allocation of funds for each contract year. Following the initial allocation of $2,379,969, the City received additional funding as follows to further support homeless prevention programs:
•2018 Homelessness Plan Implementation Funds (FY18-19, $600,000) •Innovation Funds I (FY19-20, $449,642)
•Covid Hygiene Funds (FY20-21, $28,156)

•Innovation Funds II (FY21-23, $2,379,969)
• Local Solutions Funds (Innovation Funds III) (FY23-24, 1,804,760).
