According to the City's Coop Agreement with Caltrans, it is the City's responsibility to provide a Quality Management Plan and a Source Inspection Quality Management Plan for Caltrans' review and approval. If a third party is providing quality verification, Source Inspection Quality Management Plan (SIQMP) approval from the State's Material Engineer is required. The purpose of the plan is to specify how construction material verification and workmanship inspections will be performed at manufacturing sources and the project site source inspection.

The Consultants responsibilities, under this Task Order, include the approval and implementation of Source Inspection Quality Management Plan (SIQMP) per the Caltrans requirements.
