A. Approve the purchase of modular restrooms for the Lancaster Municipal Stadium from Mobile Modular in an amount not to exceed $294,098.14, plus a 10% contingency utilizing the Sourcewell procurement contract.
B. Allocate $323,508 from the general fund balance to CIP Project CP11BS046.const.parcs (Account Number 10169900.8000) for the purchase of modular restrooms.
C. Authorize the City Manager, or his designee, to execute all contracts and associated documents, subject to City Attorney approval.
Fiscal Impact:
$323,508 (includes 10% contingency); with these actions, sufficient funds are available in CP11BS046.const.parcs (Account Number 10169900.8000).
Background:
Following City Council approval of the operating agreement with Antelope Valley Soccer, Inc. (Club) on August 23, 2023, the Lancaster Municipal Stadium (Stadium) will undergo renovations to host professional soccer games. The joint effort, outlined in the Stadium Master Plan, aims to enhance the experience for players and fans while establishing the Stadium as a year-round venue for USL competitions.The renovation includes adding 1,785 seats on the North and East sides, requiring additional restroom facilities.
To maintain project timelines and budget constraints, staff recommend the efficient and cost- effective cooperative purchasing agreement and installation of Mobile Modular restrooms through Sourcewell. Consistent with City purchasing policies, this approach ensures competitive pricing without initiating a separate, lengthy bid process. Sourcewell is a national cooperative that provides pre-vetted public contracts for government agencies. 1 6
