Subject: Appropriation of Funds for the 2022-2023 California Department of Resources Recycling and Recovery (CalRecycle) SB 1383 Local Assistance Grant (OWR4) Recommendation:
Appropriate $456,996.00 in CalRecycle SB 1383 Local Assistance grant funds to project string account ENV-OWR4.MISCGRANT, GL Code 22445000.5656, and recognize revenue in the same amount to 22445000.4998.
Fiscal Impact:
$456,996.00 in CalRecycle SB 1383 Local Assistance grant funding.
Background:
City staff applied to CalRecycle for the award of grant funds under the SB 1383 Local Assistance grant FY 2022-2023. On February 26, 2024, City staff was notified by CalRecycle that the funding applied for was approved.
In September 2016, Governor Edmund Brown, Jr., set methane emissions reduction targets for California (SB 1383 Lara, Chapter 395, Statutes of 2016) in a statewide effort to reduce emissions of short-lived climate pollutants (SLCP). The targets must reduce organic waste disposal by 50 percent by 2020 and 75 percent by 2025, and rescue for people to eat at least 20 percent of currently disposed surplus food by 2025.
CalRecycle is administering a grant program meant to aid in implementing regulations adopted by the CalRecycle under Chapter 395, Statutes of 2016, and Budget of Act 2022. This non- competitive grant program provides funding to local jurisdictions to assist with implementing programs to meet the statutory requirements associated with SB 1383.
