1. Approve Agreement with Hak – Away Transport for an amount not to exceed $834,000 for FY 24- 25 – Homeless Clean Up & Deterrent Services.
2. Authorize the City Manager, or his designee, to pay invoices and to execute all contracts and associated documents.
Fiscal Impact:
Not to exceed $834,000 for FY 24-25 with sufficient funds available in account 10130000.5710.
Background:
On May 28, 2024, the City advertised Request for Proposals (RFP) 828-24 for Clean Up & Deterrent Services, a multi-task RFP to be managed by Lancaster Police Department. The City of Lancaster was seeking Proposals from qualified Contractors to provide comprehensive clean up and deterrent services throughout the City as outlined below:
Task 1 - Homeless Clean Up
Task 2 – Deterrent Services
Task 3 – Illegal Dumping
Contractors were required to submit a proposal that demonstrated their ability to deliver services for all three (3) tasks, with the City’s intent of awarding all three tasks through a contract with Lancaster Police Department. The RFP was listed on the City’s website and the City’s online bidding service Public Purchase. Proposals were due on June 10, 2024. Three (3) companies responded and Hak – Away was the most cost-effective overall bid.
This proposal was deemed to meet the needs of the RFP and staff recommends to move forward with contracting Hak – Away Transport to perform Task 1, Task 2, and Task 3 as outlined in the RFP. The agreement with Hak - Away Transport will permit City staff to schedule services as 1 6

needed or on an emergency basis. The contract term is three (3) years, with two one-(1)-year extensions. The goal of these clean-up activities is to protect the general public’s health and safety.
