A. Approve Amendment No. 1 to Memorandum of Agreement (MOA) with Lancaster Baptist Church, DBA Kids’ Corner Preschool of Lancaster, California.
B.Authorize the City Manager or designee to execute MOA amendment.

Fiscal Impact:
$75,000; sufficient funds are available in FY25 budget account number 10160000.5700.
Background:
On March 29, 2023, the City Council awarded RFP #790-23 for Preschool Services to Kids’ Corner Preschool. The program began operating in July 2023. This initiative aims to provide tuition-free access to quality preschool education for single, low-income Lancaster residents with children ages 3-5.
The program experienced fluctuations in enrollment throughout the year, with monthly participation ranging from three to seven students. At its peak a total of seven students enrolled in the program at once, over the course of the year. Five students completed the program year and will transition into kindergarten with the knowledge, skills, and academic readiness to ensure they are successful.
Given the program's positive impact, it is recommended to extend the agreement with Kids’ Corner Preschool for an additional year, July 1, 2024 – June 30, 2025. This extension allows for continued support for eligible Lancaster families seeking quality preschool education for their children.
