Date: July 9, 2024
To: Mayor Parris and City Council Members
From: Marissa Diaz, Director – Public Works

Subject: Authorization to Execute the 2024 Amended and Restated Memorandum of Understanding (Antelope Valley Regional Water Management Group IRWMP Cost Sharing)
Recommendation:

Authorize the City Manager to execute the 2024 Amended and Restated Memorandum of Understanding (Antelope Valley Regional Water Management Group IRWMP Cost Sharing).

G.C. Section 84308: No
Fiscal Impact:
$15,231.00. The City of Lancaster’s allocation per the agreement is 13.8461%. Sufficient funds are available in account number 10140000.5413.

Background:

The City became involved in the Regional Water Management Group in 2007 to pursue grant funding and facilitate implementation of the Integrated Regional Water Management Plan (“IRWMP”), which was adopted by the City in late 2007. An update of the IRWMP is needed to identify Antelope Valley Region water management issues, update current supply and demand projections, and to comply with the Department of Water Resources guidelines for grant eligibility.

The attached Amended and Restated Memorandum of Understanding (Antelope Valley Regional Water Management Group IRWMP Cost Sharing) sets forth the amount of funding to be provided by each of the eleven (11) parties of the Regional Water Management Group. The funding shall be used for costs incurred by the Regional Water Management Group for on-going Region stakeholder meetings, IRWMP project updates, and grant support. Additionally, the MOU confirms the intent of the parties to continue to fund twenty-five percent (25%) of the United States 1 6
