Adopt Resolution No. , authorizing staff to initiate annexation proceedings with the Local Agency Formation Commission for the County of Los Angeles for the Westside Annexation.

Background:
The City of Lancaster has irregular boundaries and limited industrially zoned property of suitable size to accommodate the larger scale industrial and commercial developments necessary for the City’s economic success. As such, the City is pursuing the annexation of approximately 14.5 square miles on the northern boundary of the City. The proposed annexation area is generally bound by 30th Street West, Avenue B, Edwards Air Force Base boundary/Challenger Way, and the existing northern boundary of the City of Lancaster.
The proposed annexation would create logical City boundary lines, provide additional large parcels of land which could be developed with uses that would support the economic health of the City and would include land currently utilized for public services such as the Lancaster Landfill and the Los Angeles County Sanitation District Wastewater Treatment Plant.
Staff is requesting authorization to initiate the annexation process through the filing of the application with the Local Agency Formation Commission of Los Angeles County. Once the application is filed with the Local Agency Formation Commission, staff anticipates that it will take 1 6

approximately one year to complete all the necessary components including the pre-zoning and Environmental Impact Report. The annexation package would be brought to the Lancaster Planning Commission and City Council in the late summer/early fall of 2025.
