Subject: Authorization to Initiate Annexation Proceedings for Eastside Annexation with the Local Agency Formation Commission of Los Angeles County Recommendation:
Adopt Resolution No. , authorizing staff to initiate annexation proceedings with the Local Agency Formation Commission (LAFCO) for the County of Los Angeles for the Eastside Annexation
G.C. Section 84308: No
Fiscal Impact:
None.
Background:
The City of Lancaster has irregular boundaries and limited property of suitable size to accommodate alternative energy development necessary for the city’s economic success. As such, the City is pursuing the annexation of approximately one square mile on the northeastern boundary of the City. The proposed annexation area is generally bounded by Avenue I to the north, the existing city boundary primarily along Avenue J to the south, 50th Street East to the west, and 60th Street East to the east.
The proposed annexation would create logical city boundary lines, provide additional large parcels of land which could be developed with uses that would support the economic health of the City, and would include zoning for rural residential development consistent with the city’s character and history.
Staff is requesting authorization to initiate the annexation process through the filing of the application with LAFCO. Once the application is filed with LAFCO, staff anticipates that it will take approximately six months to complete all the necessary components including the pre-zoning 1 6

and Mitigated Negative Declaration. The annexation package would be brought to the Lancaster Planning Commission and City Council in the late fall or winter of 2024.
