Subject: Sole Source Justification – Professional Services Agreement with Tiffany Johnson This memo serves to justify the selection of Tiffany Johnson as the sole source provider for project management support services for L28, under a Professional Services Agreement not to exceed $120,000 per year with a multi-year option.
Given Tiffany Johnson’s already extensive experience and unmatched familiarity with the City’s projects from prior engagements, there is no cost advantage in soliciting bids from other vendors.
Her previous record as part of the production team for L28 includes a new series that showcases some of Lancaster’s best highlights. She has also been instrumental in developing the L28 live sports schedule to celebrate our local high school athletic achievements.
Tiffany’s familiarity with the community enables her to successfully reach out to local businesses, organizations, and people for media opportunities with L28. Her rapport with residents gives her an advantage when conceptualizing content and interviews. She also serves as a representative for the community during events and livestreams. Tiffany’s flexibility and cooperation has allowed for multiple successful broadcasts that the community have come to expect from L28.
The decision to proceed with Tiffany as the contracted Segment Producer & Talent for a 12- month agreement is based on her proven track record as an asset to L28 productions that highlight and promote the community while establishing solid relationships with residents and businesses.
The fiscal impact of this agreement is fully accounted for, with sufficient funds available in the Professional Services Account, ensuring that the financial implications are within the budgetary allocations for this purpose.
This memo finds that the Professional Services Agreement with Tiffany Johnson, for segment producing support for the L28 project, meets the criteria for a sole source justification. Her unique qualifications and previous successful engagements with the City make her the most suitable candidate for the role, without a viable alternative that could offer the same level of expertise and cost efficiency.
