Subject: Sole Source Justification – Professional Services Agreement with FTI Consulting This memo serves to justify the selection of FTI Consulting as the sole source provider for consulting services in support of both the Lancaster Energy division and the City’s strategic communications initiatives, under a Professional Services Agreement not to exceed $250,000 per year with a multi-year option.
Lancaster Energy Division: FTI Consulting has extensive experience in the clean energy and hydrogen technology spaces, which is extremely valuable for the City of Lancaster as the City establishes the Lancaster Energy division. FTI has been supporting the City’s hydrogen energy projects for the past two years and has developed a deep understanding of the City's goals and challenges in this sector. Their established working relationship with City staff has resulted in key resources and insights that are crucial for the successful growth of Lancaster Energy from its early stage. Given their specialized knowledge and current resources, engaging another consultant would not offer any cost benefits, making FTI Consulting the most effective and cost- efficient option.
FTI Consulting’s comprehensive knowledge of clean energy and strategic communications ensures that they can provide cohesive support to Lancaster Energy. Their proven track record and established rapport with City staff make them the most suitable candidate for this role, without a viable alternative that could match their level of expertise and efficiency.
The fiscal impact of this agreement is fully accounted for, with sufficient funds available in the relevant City budgets, ensuring that the financial implications are within the budgetary allocations for these purposes.
