Subject: Lancaster Maintenance Districts Annexations 2024 Recommendation:

Adopt Resolution No. 24-__, Announcing the Results of an Assessment Ballot Procedure Public Hearing, Ordering the Annexation of Territory into the Lancaster Maintenance Districts, and Ordering the Levy and Collection of Assessments Therein.

G.C. Section 84308: No
Fiscal Impact:

There is no impact to the City’s General Fund as the properties within the Annexations will be assessed for the services being provided. Exhibit 1 contains a listing of all properties and into which Districts they are being annexed.

Background:

The Lancaster Maintenance Districts, separately known as the Lancaster Lighting Maintenance District, the Landscape Maintenance District and the Drainage Maintenance District (the “Districts”) were formed to provide a dedicated funding source for the maintenance, operations, servicing and installation of public lighting, public landscaping and public drainage facilities within the City of Lancaster. The District properties, which include the Annexations, benefit from the services provided and are assessed their proportionate share of the costs for each District.

The Annexations being considered tonight include projects from fiscal year 2024-2025. There are a total of 28 projects being finalized tonight. Each property owner within the proposed Annexations was mailed an assessment ballot, notice of public hearing and waiver and consent to annex into the Districts. The returned Assessment Ballots will be tabulated after the close of the public hearing. Returned Waivers are included as an attachment to this staff report. 1 7

For Fiscal Year 2024-2025, the Lighting assessment is $127.26 per lighting unit; the Landscaping assessment is $139.49 per unit; and the Drainage Assessment is $87.19 per unit. These amounts included the annual CPI factor for Los Angeles-Riverside-Orange County of 3.35%. These adjusted rates will apply to any annexation taking place for 2024-2025.
