Background:
As our city continues to champion environmental responsibility and innovation, incorporating hydrogen-powered UTVs into our law enforcement fleet aligns with our commitment to sustainable practices while enhancing operational efficiency.
Hydrogen-powered UTVs present a crucial advancement in reducing our carbon footprint.
Unlike conventional fossil-fuel-powered vehicles, hydrogen UTVs produce zero tailpipe emissions, which significantly contributes to improving air quality and fostering a healthier environment for our community. By transitioning to these clean energy vehicles, the City of Lancaster can set a powerful example of environmental stewardship and inspire other municipalities to follow suit.

Additionally, hydrogen-powered UTVs offer several practical advantages for law enforcement operations. Their quiet operation minimizes noise pollution, which is beneficial during sensitive tasks such as nighttime patrols or community outreach. They also boast impressive fuel efficiency and offer rapid refueling times comparable to traditional gasoline vehicles, making them a practical choice for extended off-road tasks. The reliability and efficiency of these vehicles also ensure that officers can perform their duties effectively, even in challenging conditions. With the capability to handle diverse terrains and inclement weather, these UTVs will enhance the Lancaster Sheriff’s Department’s ability to respond swiftly and efficiently to emergencies.
The City of Lancaster is planning to build a hydrogen fueling station at Sgt. Steve Owen’s Memorial Park for the purpose of refueling the existing hydrogen fleet locally. This infrastructure will significantly reduce fueling costs and further enhance the economic viability of using hydrogen-powered vehicles. Moreover, the City of Lancaster has access to a grant from the Antelope Valley Air Quality Management District that will provide financial support for this purchase, making the acquisition more affordable and reinforcing the strategic value. The grant would cover 80% ($276,660) of the purchase and Lancaster Energy would cover the remaining 20% ($69,165). It was determined on August 14, 2024, that this purchase with AVIDUTV is a sole source award.
This purchase will replace existing 2005 John Deere Gator TX, Model: FJ400D (EQ 5837) and three 2006 John Deere Gator TX, Model: FJ400D (EQs: 5835, 5844, 5850) used for transportation around several city facilities. The existing vehicles have reached the end of its useful operating life and will be salvaged via an AVAQMD-approved salvage yard. The salvage certification form will be submitted to AVAQMD to comply with the grant.
The purchase of four (4) hydrogen-powered UTVs for the Lancaster Sheriff's Department represents a strategic investment in both public safety and environmental stewardship. The benefits of reduced emissions, operational efficiency, long-term cost savings, enhanced safety, and support for green technology align with our city’s values and future objectives. Investing in this endeavor will fortify Lancaster’s reputation as a forward-thinking leader in hydrogen technology.
