Recommendation:
Accept the work performed by Simco Mechanical Inc., for the Lancaster Performing Arts Center Air Conditioning Installation and direct the City Clerk to file the Notice of Completion (NOC) for the project.

Fiscal Impact:
$190,000 (including 25% contingency) was awarded based on the original contract. An increase of funds for the project was approved in the amount of $23,840 (including 10% contingency), bringing the overall total award to $213,840. The total project cost is $194,000. Sufficient funds were available in Capital Improvement Project CP12ZZ005.CONST (GL Account 10169900.8000).
Summary:
This project included removing and disposing of three 20-ton AC units and installing three new 20-ton AC units.
On May 24, 2022, the City Council awarded the Lancaster Performing Arts Center Air Conditioning Installation contract to the lowest, responsive, responsible bidder per California Public Code Section 22038 (b). This contractor, Simco Mechanical Inc., was awarded $152,000, plus 25% contingency. On February 28, 2023, an additional $23,840 (including 10% contingency) was awarded due to increased costs associated with the project.
The project has been completed to the satisfaction of the PARCS director. It was substantially completed on July 31, 2024, within the time permitted by the contract.
The total contract cost is $194,000.
