STAFF REPORT
City of Lancaster
CC 16
1/28/2025
TN
Date: January 28, 2025
To: Mayor Parris and City Council Members
From: George Harris, Senior Director
Trolis Niebla, City Manager
Subject: Amending Employee Classification and Compensation Schedule and Defining 2100 series and 5100 series employee group benefits
Recommendation:

Adopt Resolution No._____, amending Resolution 24-69, establishing a compensation schedule for various classifications of employees of the City of Lancaster and establishing the following changes:
• Define 2100 Series employee group benefits
• Define 5100 Series employee group benefits
• Addition of 8000 Series classification: Security Assistant • Update salary for 2200 Series employee group CEO of Lancaster Energy per previously approved contract amendment on July 9th, 2024 Fiscal Impact:

No additional funding for the defined 2100 and 5100 series employee group benefits is needed at this time. The exact amount of funding required is uncertain because it depends on two factors:
the timeline for the CalPERS - Safety plan implementation and the hiring of additional law enforcement personnel. Any potential increase in funding will be offset by the exemption from city-provided 401a contributions, which will help reduce the financial impact. A mid-year adjustment will be made based on actual expenditure if necessary.

No additional funding is needed for the addition of 8000 series classification. Any new hires into this classification will be paid for by existing budget.

No additional funding is needed for the updated salary for the CEO of Lancaster Energy as adjustments were previously budgeted for.

Background:

The Lancaster Police Department is committed to growing and enhancing its ability to address crime and quality of life concerns in our community. Given current crime trends, the City recognizes the importance of taking proactive measures to prevent potential serious issues. To support this effort, the city is looking to implement a CalPERS - Safety retirement plan. This step is crucial for building a strong, sustainable police force by ensuring we offer competitive benefits to recruit and retain highly qualified officers. By taking these actions, we are strengthening the department’s capacity to serve the community effectively and responsibly.

The new classification of Security Assistant is the determined need of the Lancaster Police Department. The Lancaster Police Department is continuing to grow and provide additional law enforcement resources to aid in addressing crime and quality of life issues. With the current crime trends, the City recognizes the need to be proactive and create a system to mitigate potential serious issues.

The City of Lancaster is dedicated to fostering innovation and advancing renewable hydrogen technologies. To lead these efforts, Jason Caudle was appointed CEO of Lancaster Energy, where he oversees day-to-day operations. The city remains committed to building a successful and sustainable hydrogen economy, not just within Lancaster, but across California.
