G.C. Section 84308: No

Background:
The Lancaster Community Center (LCC), a vital hub for our community, serving a diverse population, from young children to senior citizens and hosts a wide array of programs and events.
The LCC is in urgent need of a roof replacement. The existing roof has deteriorated significantly over time, exhibiting issues such as leaks and lack of structural integrity. Combined with our region’s temperature extremes and inclement weather could pose a larger concern for the overall building if not addressed quickly. Furthermore, a well-maintained roof is essential to ensure the continued operation of the LCC and the vital services provided for community members.
Staff is recommending that Council authorize the City of Lancaster to enter into a cooperative purchasing agreement through the Sourcewell Public Sector Contract with Rite-Way Roofing Corporation. In lieu of undertaking its own competitive bidding or proposal process, the City of Lancaster will utilize a cooperative purchasing agreement (piggyback) with Rite-Way Roofing 1 9

Corporation through Sourcewell. Sourcewell is a national governmental purchasing cooperative that helps public agencies take advantage of competitively bid public contracts. The use of Sourcewell is consistent with the City of Lancaster's purchasing practices for achieving the lowest pricing available. It is the staff’s opinion a competitive bidding process facilitated by the City of Lancaster would not be practicable or advantageous. Under the Purchasing Policy, piggyback contracts with other governmental agencies for professional, scientific, expert, or technical services where contracts were competitively bid are allowed.
The proposed award to Rite-Way roofing will supply the building with a 60 mil thick PVC single- ply roof membrane, thus ensuring the building’s longevity and continued programming.
This project is subject to the Community Workforce Agreement by and between the City of Lancaster and Los Angeles/Orange Counties Building and Construction Trades Council and the Signatory Craft Councils and Unions (“CWA”). Per Section 2.6(b) of the CWA, Letters of Assent shall be submitted to the Contractor and each of its subcontractors, of whatever tier, forty-eight (48) hours prior to the commencement of work, or within forty-eight (48) hours after the award of Project Work to the Contractor (or subcontractor), whoever occurs later.
