Subject: Resolution of Intention: CalPERS – Safety retirement plan – Formula 2.7 @ 57 for 2100 series and 5100 series eligible employees
Recommendation:
Adopt Resolution No.____, establishing our intent to amend our current CalPERS retirement plan to add the CalPERS – Safety plan at a retirement formula of 2.7% at 57 in addition to the already established CalPERS – Misc plan. The CalPERS – Safety plan will be available to all law enforcement personnel including 2100 series and 5100 series employees.
Current law enforcement personnel classifications:
• 2100 Series employee classifications: Chief of Police and Assistant Chief of Police • 5100 Series employee classifications: Sergeant and Police Officer G.C. Section 84308: No
Fiscal Impact:
No additional funding is needed for the new CalPERS – Safety plan at this time. The exact amount of funding required is uncertain because it depends on two factors: the timeline for the CalPERS - Safety plan implementation and the hiring of additional law enforcement personnel. Any potential increase in funding will be offset by the exemption from city-provided 401a contributions, which will help reduce the financial impact. A mid-year adjustment will be made based on actual expenditure if necessary.
Background:
The Lancaster Police Department is committed to growing and enhancing its ability to address crime and quality of life concerns in our community. Given current crime trends, the City 1 9

recognizes the importance of taking proactive measures to prevent potential serious issues. To support this effort, the city is looking to implement a CalPERS - Safety retirement plan. This step is crucial for building a strong, sustainable police force by ensuring we offer competitive benefits to recruit and retain highly qualified officers. By taking these actions, we are strengthening the department’s capacity to serve the community effectively and responsibly.
