SUBJECT: Sole Source Justification - Accela Land Management System Renewal This memo serves to justify the sole source procurement for the Accela Land Management System Renewal.
The City of Lancaster selected Accela for its Land Management functions (Engineering, Building, and Safety) in 2014. Staff conducted numerous demos and evaluations of Land Management Systems in 2014 and found Accela was the best system to replace the City's legacy system, Permits Plus. In the ensuing 11 years, the City has further invested in Accela by adding Planning and Cannabis functions. The City recently started implementing Code Enforcement functions into Accela as well. The City would like to continue its use of the Accela Land Management system for another 5 years. The City's long-standing relationship, acceptable services with Accela, and extensive knowledge of the City's departments and operations are the basis staff recommends the sole source purchase.
