A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LANCASTER, CALIFORNIA,
ADOPTING THE PUBLIC ART MASTER PLAN
WHEREAS, the City of Lancaster recognizes the vital role that public art plays in creating a vibrant, diverse, and culturally enriched community; and WHEREAS, the City Council desires to enhance Lancaster’s quality of life by supporting initiatives that foster creativity, improve the aesthetic environment, and encourage community engagement; and
WHEREAS, a Public Art Master Plan has been developed through extensive community input, collaboration with local stakeholders, and analysis of best practices, to serve as a guiding document for the development, placement, maintenance, and funding of public art in the City; and WHEREAS, adoption of the Public Art Master Plan will provide a clear vision and framework for integrating artistic expression into public spaces, neighborhoods, and City-sponsored developments; and
WHEREAS, the Public Art Master Plan aligns with the City’s strategic goals to promote tourism, economic development, and cultural equity by celebrating Lancaster’s unique heritage and identity through public art.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LANCASTER, CALIFORNIA, AS FOLLOWS:
The City Council hereby adopts the Public Art Master Plan in its entirety, recognizing its recommendations, objectives, and implementation strategies as an integral part of Lancaster’s policy framework.
City departments and staff are directed to utilize the Public Art Master Plan in guiding decisions related to the selection, commissioning, and maintenance of public artworks, as well as partnerships with community organizations, private developers, and other stakeholders.
The City Council encourages the exploration of diverse funding mechanisms, including grants, public-private partnerships, and developer contributions, to support the sustainable growth of Lancaster’s public art program in accordance with the Master Plan’s recommendations.
Staff shall periodically review and evaluate the progress of the Public Art Master Plan’s implementation, providing updates and recommendations to the City Council to ensure the Plan remains relevant, flexible, and responsive to community needs.
